Joint resolution authorizing the acceptance of the renewal of interagency agreement with the Illinois Criminal Justice Information Authority, agreement #209315, to provide federal funding of $48,550 for the Children’s Advocacy Center Victim Advocate for an additional twelve months, covering the period October 1, 2009 through September 30, 2010.

Staff Summary

                     In 1999, the Children’s Advocacy Center implemented this grant for a victim advocate.  The victim advocate provides comprehensive supportive services to child victims and their non-offending family members throughout the court process.

                     Program Goals include: funding for a victim advocate who is dedicated to providing services for child victims of abuse and their non-offending family members; prevention of re-victimization of children through education and emotional support; and maintaining the current staff of victim advocates in order to provide efficient services to abused children

                     The Children Advocacy Center has served an average of 511 victims and non-offending family each year over the last seven years

                     This grant funds a portion of the salary of the victim advocate, and contributes to a small portion of program expenses. The grant does not fund fringe benefit expenses.

                     The Children’s Advocacy Center funds the required match (20%) and overmatch by reimbursing the State’s Attorney’s Office.

                     Sources of Program Funding include $48,550 in federal funds for salary, $12,137 for the 20% required match for salary, and $20,557 in overmatch for salary and fringe for a total of $81,244.

                     Program expenses during the grant fiscal year are estimated at $62,278 in salary and $18,966 in fringe for a total of $81,244.

RESOLUTION

 

                     WHEREAS, the Illinois Criminal Justice Information Authority (ICJIA) has announced a 12-month continuation of a Victims of Crime Act (VOCA) grant for the Children’s Advocacy Center program to provide advocacy services to child victims of crimes during the period October 1, 2009 through September 30, 2010; and

 

                     WHEREAS, the ICJIA has agreed to increase funding by 20%, from the previous grant year’s $40,458, due to an increase in their 2009 VOCA formula award and 2009 Recovery Act federal funds available for VOCA-related programs; and

 

                     WHEREAS, the $81,244 grant budget for salary and fringe is comprised of $48,550 in federal funds, and $32,694 from the State’s Attorney’s budget; and

 

                     WHEREAS, the grant provides $48,550 in federal funding to offset the cost of salary for the position; and

 

                     WHEREAS, the grant revenue is included in the State’s Attorney’s budget, including $56,034 for Fiscal Year 2009, and a revenue adjustment needs to be made to correctly reflect the $48,550 federal funds awarded in this renewal; and

                     

WHEREAS, the Children’s Advocacy Center reimbursement will deposited into 101-3303010-45020, and the federal funds will be deposited into 101-3303010-49910; and

 

                     WHEREAS, the State’s Attorney’s Office recommends that the County Board authorize the Chairman of the County Board to execute the necessary documents to accept the grant renewal.

 

                     NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chairman of the Lake County Board, State’s Attorney and a representative of the Lake County Children’s Advocacy Center are hereby authorized to execute the necessary documents for the renewal of an interagency agreement with the Illinois Criminal Justice Information Authority to provide funding for the Children’s Advocacy Center Bilingual Victim Advocate; and

 

BE IT FURTHER RESOLVED, that, account 101-3303010-49910 be adjusted from $56,034 to $48,550, reducing the revenue line by $7,484, to correctly reflect the federal funds allocated to this program.
