Staff Summary

                     The County Board approved a contract with JTI in April 2019 to implement an Integrated Case Management System, with subsequent amendments in 2020 and 2022 for cloud storage, deferred interfaces, and data conversion totaling $80,000.

                     Amendments Three through Five (July 2022-September 2023) adjusted the project scope, converted Family Maintenance data, established a new go-live timeline, and rescheduled interface deliveries.

                     In April 2025, the County Board approved acceptance of a Funding Agreement for the Supreme Court of Illinois Court Technology Modernization Program to replace all Case Management systems used by Adult Probation & Pretrial Services, Psychological Services and Juvenile Probation & Detention Services to “eSupervision” -Journal Technologies Inc., will support the integration of all systems currently use by Justice partners (eCourt, eProsecutor, eDefender). This will also provide a seamless interface in providing data/information required by Administrative Office of Illinois Courts (AOIC).

                     In accordance with Section 33.082 of the Lake County Purchasing Ordinance, this contract modification is germane to the original contract as signed and is in the best interest of Lake County, it is hereby requested that the Purchasing Agent be authorized to enter into Contract Modification Number Six.

                     This modification authorizes the purchase of eSupervision as part of the Integrated Case Management System for the 19th Judicial Circuit Court for professional services to include implementation, conversion, additional interfaces and hosting services in the amount of $983,500 and annual software maintenance costs beginning in year two in the annual amount of $283,337 with a three percent annual increase for years three through five.

                     This item was amended on June 5, 2025 by the Financial & Administrative Committee requiring final action by the Lake County Board.

RE: Contract Modification Number Six

 

1.                     The County Board approved an Agreement with JTI to implement an Integrated Case Management System on April 9, 2019.

 

2.                     In October 2020, the Finance and Administration Committee approved Contract Amendment Number One to provide hosted cloud storage.

 

3.                     In February 2022, the Purchasing Agent approved Contract Amendment Number Two to defer seven interfaces to post go live and added an additional interface for a cost of $30,000.

 

4.                     In July 2022, the Purchasing Agent approved Contract Amendment Number Three to add the conversion of the Family Maintenance System data into the project scope for a cost of $50,000.

 

5.                     In March 2023, the Purchasing Agent approved Contract Amendment Number Four to establish an updated project plan targeting a new go live date.

 

6.                     In September 2023, the Purchasing Agent approved Contract Amendment Number Five to adjust the interface scope and schedule for when they will be delivered.
