Staff Summary

•                     As part of the Modified Fiscal Year (FY) 2021 Budget and in alignment with the Facilities Capital Improvement Plan, design of a new Consolidated 911, Emergency Management Agency (EMA), and Emergency Telephone Systems Board (ETSB) Facility was authorized. 

•                     In March of 2022, ARPA funds were appropriated for this initiative.

•                     In October of 2022, bond funds were appropriated for this initiative.

•                     In January of 2023, general construction drawings were solicited.

•                     The County received two bids in the amounts of $38,773,000 and $42,960,000.

•                     Award of this contract is recommended to the lowest responsive and responsible bidder, Path Construction Co. Inc. of Arlington Heights, Illinois.

•                     This resolution authorizes and directs the County Purchasing Agent to execute a contract with Path Construction Co. Inc. of Arlington Heights, Illinois, in the amount of $38,773,000.

RESOLUTION

WHEREAS, the development of a new Regional Operations and Communications Facility on the west side of Lake County’s Libertyville Campus has been identified as a strategic initiative of the Lake County Board; and

WHEREAS, drawings for general contractor services associated with this facility have been developed in accordance with stakeholder feedback and best practices for similar facilities; and

WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the ROC General Contracting Services; and

WHEREAS, Path Construction Co. Inc. is the lowest responsive, responsible bidder in the amount of $38,773,000.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Path Construction Co. Inc. of Arlington Heights, Illinois in the amount of $38,773,000 for the ROC General Contracting Services.
