• At its April 14, 2026 meeting, the Lake County Board authorized the establishment of the Stormwater Management Project Expense (PEM) Fund 781 to account for the expenditures related to personnel and engineering consultants associated with the grant-funded projects.
• There is a need to transfer $270,578 in PEM revenues receivable from the North Barrington project from Fund 212 to Fund 781.
• Within the PEM Fund there is a need to authorize a line-item transfer of $210,000 to correctly align the budget for engineering services.
• This resolution authorizes an emergency appropriation of $884,295.69 that is partially funded by $183,516.07 in anticipated revenue for Fiscal Year 2026 and $700,779.62 comes from PEM 781 fund balance.
• To finalize the close-out of all PEM activity in Fund 212 a reduction in budget of $2,651,444.66 is necessary.

RESOLUTION
WHEREAS, at its April 14, 2026 meeting, the Lake County Board authorized the establishment of the Stormwater Management Project Expense (PEM) Fund 781 to account for the expenditures related to personnel and engineering consultants associated with the grant-funded projects; and
WHEREAS, there is a need to close out all PEM activity in Stormwater Management Fund 212 and properly account for it in the Project Expense Match Fund 781; and
WHEREAS, there is a need to transfer $270,578 in PEM revenues receivable from the North Barrington project Fund 212 to Fund 781.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that a line-item transfer in the amount of $210,000 the Stormwater Management Project Expense Match Fund 781 is hereby authorized as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof.
