• On September 7, 2009, Lake County received program approval and award notification for Lake County’s Energy Efficiency and Conservation Block Grant Program (EECBG) as part of the American Recovery and Reinvestment Act in the amount of $5,658,700.

WHEREAS, on September 7, 2009, Lake County received program approval and award notification for Lake County’s Energy Efficiency and Conservation Block Grant Program as part of the American Recovery and Reinvestment Act in the amount of $5,658,700; and
WHEREAS, one program area for EECBG funding is the Lake County Energy Retrofit Program, including the Administrative Tower Chiller Retrofits with an allocation of funding in the amount of $800,000; and
WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance, bids were called for by publication for an Upgrade of the Central Cooling Plant serving the Administrative Tower, Court Complex and the Annex building; and
WHEREAS, Invitations for Bids were extended to twenty nine (29) contractors and ten (10) sealed bids were received and opened in the County Building on August 24, 2010; and
WHEREAS, Monaco Mechanical, Inc, Lisle IL, is the lowest, responsive, responsible bidder in the amount of $1,443,000; other bids received ranged from $1,480, 000 to $1,780,000; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized to enter into a contract for the Central Cooling Plant Upgrades for Lake County, with Monaco Mechanical, Inc., Lisle, IL in an amount not to exceed $1,443,000, charging $800,000 to account #101-1103910-82020-000-000-000-00000 and $663,000 to 101-1103285-82020-000-000-000-00000.
