Resolution authorizing the Purchasing Agent to enter into a one-year contract with renewals with Joseph J. Henderson & Son, Inc., of Gurnee, IL and K. R. Miller Contractors, Inc., of Inverness, IL for Job Order Contracting Services in the estimated amount not-to exceed $2,000,000 per Contractor.
Staff Summary
• In September 2008, the Lake County Board awarded an agreement with The Gordian Group, Maudlin, So. Carolina to serve as the County’s Technical Consultant in all phases of implementing a Job Order Contract Program, including the creation of a Construction Task Catalog.
• The Construction Task Catalog is a collection of detailed repair and construction tasks with established unit prices on Lake County cost data.
• Invitations for Bids were extended to 200 vendors requesting an adjustment factor to be added to the Construction Task Catalog unit price for various Job Order Project work and sealed bids were received from ten (10) contractors.
• The bid requested that contractors submit adjustment factors to be applied to the Construction Task Catalog. Adjustment factors are modifiers applied to the Construction Task Catalog unit prices to establish the cost of various Job Order Project Work.
• Joseph H. Henderson & Son, Inc., Gurnee, IL and K.R. Miller Contractors, Inc., of Inverness, IL are the lowest responsive and responsible adjustment bids; Joseph J. Henderson & Son quoted a combined adjustment factor of .9874 and K.R. Miller Contractors, Inc., quoted a combined adjustment factor of 1.0446.
• The other bidders submitted combined adjustment factors ranging from 1.0568 to 1.4542.

WHEREAS, in September, 2008, the Lake County Board awarded an agreement to The Gordian Group, Maudlin, So. Carolina to serve as the County’s Technical Consultant in all phases of implementing a Job Order Contract Program including Program Development, generation of Job Order Contract Bid Specifications and a Construction Task Catalog (CTC); and
WHEREAS, Job Order Contract bid specifications and a Construction Task Catalog was developed; and
WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance, bids were called for by publication for Job Order Contracting Services for Lake County Facilities; and
WHEREAS, the bid specifications incorporated the Construction Task Catalog (CTC), which is a collection of detailed repair and construction tasks with established unit prices based on Lake County cost data, including high quality materials, the use of experienced labor at compensation passed on prevailing wages in the Lake county area, local activity, climate and geographic features for Lake County; and
WHEREAS, Invitations for Bids were extended to 200 contractors; and
WHEREAS, the bid requested that contractors submit adjustment factors to be applied to the Construction Task Catalog; and
WHEREAS, adjustment factors are modifiers applied to the Construction Task Catalog unit prices to establish the cost of various Job Order Project work; and
WHEREAS, sealed bids were received from ten (10) vendors and opened in the County Building, Waukegan, Illinois on Thursday, March 19, 2009 at 2:00 p.m., and
WHEREAS, Joseph J. Henderson & Son, Inc., and K. R. Miller Contractors, Inc., submitted the lowest responsive and responsible bids; Joseph J. Henderson & Son quoted a combined adjustment factor of .9874 and K. R. Miller Contractors, Inc., quoted a combined adjustment factor of 1.0446; and
WHEREAS, the other bidders submitted combined adjustment factors ranging from 1.0568 to 1.4542.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized to enter into a one-year contract, with renewals for Job Order Contracting Services with Joseph J. Henderson & Son, Inc., of Gurnee, IL quoting a combined adjustment factor of .9874 in the estimated amount not-to-exceed $2,000,000 and K. R. Miller Contractors, Inc., of Inverness, IL, quoting a combined adjustment factor of 1.0446 in the estimated amount not-to-exceed $2,000,000 charging various accounts.
