Staff Summary
• Each year segments of older deteriorated water mains are designated for replacement which require engineering plans and specifications be prepared by a qualified engineering firm.
• The FY 2009 replacement project includes approximately 9,210 feet of pipeline replacement throughout Lake County water systems.
• Three engineering firms were selected to submit qualifications for this design work.
• Based on staff evaluations, Rezek, Henry, Meisenheimer and Gende, Inc. of Libertyville, IL is the most qualified firm and a scope of services was negotiated for the project.
• Committee authorization is requested to execute an Agreement for Professional Engineering Services with Rezek, Henry, Meisenheimer, and Gende, Inc. in the amount of $86,558 for the design and drawing preparation of the FY 2009 Water Main Replacement Project charging the cost thereof to Account Numbers 610-4811598-71170-48310 and 610-4825198-71170-48310.

WHEREAS, the County of Lake owns, operates and maintains water distribution systems serving the unincorporated areas of Wildwood, Imperial Drive and Arbor Vista; and
WHEREAS, certain portions of these distribution systems are in need of replacement due to frequent water main breaks, poor water quality or highway improvement projects; and
WHEREAS, the Public Works Department solicited and received proposals from three professional engineering firms; and
WHEREAS, the Public Works Department evaluated the proposals based on several criteria and determined that Rezek, Henry, Meisenheimer and Gende, Inc. was the most qualified firm to provide professional engineering services for this project; and
WHEREAS, Lake County has had a prior satisfactory relationship for professional services with RHM & G, Inc.; and
WHEREAS, an Agreement has been negotiated with RHM & G, Inc. to provide the necessary engineering services; and
WHEREAS, execution of an Agreement for Professional Services must be authorized by Resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute the attached Agreement for Professional Services with RHM & G, Libertyville, IL in the amount of $86,558 for engineering services associated with the County’s FY 2009 Water Main Replacement Project and charging the costs thereof to Account Numbers 610-4811598-71170-48310 and 610-4825198-71170-48310.
