Staff Summary
• Each year, the County Board annually adopts a State and Federal Legislative Agenda with input from county departments, countywide elected officials, and the Nineteenth Judicial Circuit Court.
• In order to provide input on the County’s annual Legislative Agenda, with the input of County Board Members, the County Chairman seeks to create an Ad Hoc Legislative Committee (Committee).
• The Committee would be responsible for reviewing a draft Legislative Agenda with the authority to amend it before (i) circulating to all Standing Committees for their respective input, and (ii) submitting it to the Financial and Administrative Committee for final recommendation to the County Board.
• It is anticipated that the Committee would annually meet (a) approximately twice in the fall to develop the annual Legislative Agenda, (b) once during the General Assembly’s veto session, (c) once per month during the General Assembly’s regular session, and (d) as otherwise needed.
• In accordance with the County Board Rules of Order and Operational Procedure, the Financial and Administrative Committee will remain responsible for legislation and charged with making a final recommendation on the Legislative Agenda to the County Board.
• The Committee, which would be in place immediately upon creation and dissolve on November 30, 2018, would be comprised of the following members: Co-Chairs Diane Hewitt and Sidney Mathis, and Members Paul Frank, Michael Rummel, and Jeff Werfel.

RESOLUTION
WHEREAS, the County Board Rules of Order and Operational Procedure state that the Financial and Administrative Committee is responsible for legislation and is the standing committee charged with making final recommendation of the County’s State and Federal Legislative Agenda to the County Board; and
WHEREAS, the County Board Chairman, in consultation with County Board members, has identified the need for the creation of an Ad Hoc Legislative Committee to provide input on the County's annual State and Federal Legislative Agenda both before final recommendation by the Financial and Administrative Committee to the County Board for approval, as well as during the Illinois General Assembly’s veto, regular, and special sessions; and
WHEREAS, the Ad Hoc Legislative Committee shall be responsible for reviewing legislative proposals submitted by county departments, the County Board, countywide elected officials, and the Nineteenth Judicial Circuit Court, with the ability to amend proposals before circulating to all Standing Committees for their respective input; and
WHEREAS, the Ad Hoc Legislative Committee shall be responsible for providing advice and counsel regarding the County’s annual Legislative Agenda to staff, the Financial and Administrative Committee, and the County Board.
NOW, THEREFORE BE IT RESOLVED, that the County Board authorizes the creation of the Ad Hoc Legislative Committee effective immediately, and that the Committee shall dissolve on November 30, 2018.
BE IT FURTHER RESOLVED that the County Board appoints the Committee's membership as follows:
