Joint resolution endorsing the updated Lake County Coordinated Transportation Services Committee (LCCTSC) Title VI Program.

 

Staff Summary

                     As a recipient of federal transit funding, the Regional Transportation Authority (RTA) has requested that Lake County update and endorse a Title VI Program.

                     The Title VI Program outlines the notice and process should any patron feel the federally funded paratransit service is in violation of Title VI of the Civil Rights Act.

                     Title VI, Section 601 of the Civil Rights Act of 1964 states the following: “no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.”

                     The original Lake County Coordinated Transportation Services Committee (LCCTSC) Title VI Program covered the Ride Lake County West service and was endorsed by the County Board on February 10, 2015.

                     The RTA has requested the original LCCTSC Title VI Program be updated. 

                     In addition to minor language revisions, the Ride Lake County Central service has been added to the updated program.

                     The draft updated Title VI Program has been reviewed by the RTA and the Lake County State’s Attorney’s Office.

                     The draft updated Title VI Program was shared with the LCCTSC on August 21, 2019.

R E S O L U T I O N

 

WHEREAS, Lake County receives federal transit funds from the Regional Transportation Authority (RTA) to support updated Lake County Coordinated Transportation Services Committee (LCCTSC) paratransit service; and

 

WHEREAS, as a recipient of federal transit funding, the RTA previously requested that Lake County endorse a LCCTSC Title VI Program ensuring that “no person in the United States shall on the grounds of race, color, or national origin, be excluded from participation in, denied the benefits of, or subjected to discrimination under any program or activity receiving federal financial assistance;” and

 

WHEREAS, the original LCCTSC Title VI Program outlines the notice and process should any patron feels the LCCTSC federally funded paratransit service is in violation of Title VI of the Civil Rights Act of 1964; and

 

WHEREAS, the original LCCTSC Title VI Program covered the Ride Lake County West service and was endorsed by the County Board on February 10, 2015; and

 

WHEREAS, based on their periodic review, the RTA requested that the original LCCTSC Title VI Program be updated to more accurately reflect the requirements of Title VI; and

 

WHEREAS, the draft updated LCCTSC Title VI Program has been expanded to include the Ride Lake County Central service; and

 

WHEREAS, the draft updated LCCTSC Title VI Program has been reviewed by the RTA and Lake County State’s Attorney’s Office; and 

 

WHEREAS, the draft updated LCCTSC Title VI Program was shared with the LCCTSC on August 21, 2019.

 

NOW, THEREFORE, BE IT RESOLVED, by this Lake County Board, that the draft updated LCCTSC Title VI Program, a copy is attached hereto, is hereby received and endorsed.
