Joint resolution authorizing a Professional Services Contract with Robison Guarnery Inc. of Gurnee, Illinois, for the development of two separate assessments including a Jail Medical and Laundry Long Term Master Plan and an Inmate Court Movement and Supervision Study in the amount of $74,000.
Staff Summary
• Lake County desires to enter into a Professional Services Contract for development of two separate assessments including a Jail Medical and Laundry Long Term Master Plan and an Inmate Court Movement and Supervision Study.
• The Jail Medical and Laundry Long Term Master Plan will assist the County in evaluating these two functional areas, identifying limitations, projecting their growth needs, and developing operational and architectural solutions.
• The Inmate Court Movement and Supervision Study will assist the County in determining the most efficient and secure model for inmate movement to and from the new Court Expansion Project currently under construction.
• Scope of work includes comprehensive project representation, project needs assessments, program development, production of preliminary design options and cost estimates, team building and consensus, and all other representative services ancillary to completing these assessments.
• The project team will consist of Robison Guarnery Inc. of Gurnee, Illinois, providing Owner’s Representation services, CGL Companies providing jail planning expertise, Kluber Architects providing architectural support, and other subordinate planning consultants.
• The firm of Robison Guarnery Inc. of Gurnee, Illinois, has been determined to be uniquely qualified to deliver these services based on previous experience providing both project management and architectural services on Lake County Justice Agency projects since the early 1990’s. Some examples of this experience include the Branch Courts in Round Lake Beach and Park City, the Probation Department Remodeling, the Public Defender Remodeling, and the Lake County Courthouse Expansion projects.
• Lake County has a prior satisfactory relationship with Robison Guarnery Inc. of Gurnee, Illinois, and these services are in accordance with the Purchasing Ordinance, and the Local Government Professional Services Selection Act.

RESOLUTION
WHEREAS, Lake County desires to enter into a Professional Services Contract for development of two separate assessments including a Jail Medical and Laundry Long Term Master Plan and an Inmate Court Movement and Supervision Study; and
WHEREAS, the scope of work includes comprehensive project representation, project needs assessments, program development, production of preliminary design options and cost estimates, team building and consensus, and all other representative services ancillary to completing these assessments; and
WHEREAS, the project team will consist of Robison Guarnery Inc. of Gurnee, Illinois, providing Owner’s Representation services, CGL Companies providing jail planning expertise, Kluber Architects providing architectural support, and other subordinate planning consultants; and

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that Purchasing Agent is authorized to enter into a Professional Services Contract with Robison Guarnery Inc. of Gurnee, Illinois, in the amount of $74,000.
