Staff Summary

•                     Arlington Heights Road, from approximately 500 feet north of Illinois Route 83 to Lake-Cook Road, will be reconstructed, inclusive of non-motorized travel improvements and drainage improvements.

•                     Construction of this project will be funded using the remaining balance of transportation bond funds provided to Lake County by the State of Illinois as part of the REBUILD Illinois capital bill.

•                     This improvement is included in the Transportation Improvement Program with construction planned to begin in 2024 and designated as Section 17-00193-08-PV.

RESOLUTION

WHEREAS, Arlington Heights Road, County Highway 79, is a designated route on the County highway system; and

WHEREAS, to ensure the free flow of traffic and the safety and welfare of the traveling public, Lake County believes it would be beneficial for Arlington Heights Road to be reconstructed, inclusive of non-motorized travel improvements and drainage improvements; and

WHEREAS, plans, specifications, and estimate of cost for this improvement have been completed; and

WHEREAS, this project will proceed to a letting and construction is planned to begin in 2024, pending final approvals; and

WHEREAS, before a construction letting can be held, an appropriation of funds is needed.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that there is hereby appropriated $15,000,000 of Motor Fuel Tax funds made available through the REBUILD Illinois Transportation Bond Funds, $3,100,000 of County Bridge Tax funds, and $8,300,000 of Matching Tax funds for the improvement of Arlington Heights Road from Lake Cook Road to 500 feet north of Illinois Route 83, which will be improved under the Illinois Highway Code for a total of 1.9 miles, and designated as Section 17-00193-08-PV; and

BE IT FURTHER RESOLVED, that the Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Illinois Department of Transportation; and

BE IT FURTHER RESOLVED, that this appropriation be processed by the County Engineer for final approval on behalf of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
