Resolution authorizing the County Board Chairman or her designee to execute the necessary documents to accept the recent award from the U.S. Department of Housing and Urban Development’s nation-wide HOME CHDO Competition for energy efficient and environmentally-friendly “green” affordable housing for low income families in the amount of $250,000; authorizing an emergency appropriation in the amount of $250,000 in Fund 740 (Mgt Ctr 2920010) for the HOME Investment Partnerships (HOME) Grant; and authorizing the County Board Chairman or her designee to execute contracts with subrecipient entities for the expenditure of those funds.

• The U.S. Department of Housing and Urban Development (HUD) made available through a nation-wide HOME CHDO Competition over $1 million dollars for the development of energy efficient and environmentally-friendly “green” affordable housing for low income families from reallocated Community Housing Development Organization (CHDO) Reservation Set-aside funds.
• The County Board approved a resolution on June 10, 2008 authorizing the submittal of an application under this Competition.
• Included within the prescribed application competition requirements where the identification of two CHDO designated project sponsor activities:
• Habitat for Humanity Lake County, a Lake County CHDO agency, for the construction of 10 new duplex HOME funded Energy Star certified housing units.
• Youthbuild Lake County, a Lake County CHDO agency, for the construction of 4 new single-family HOME funded Energy Star certified housing units.
• Lake County received notification from the U.S. Department of Housing and Urban Development on September 2, 2008 awarding $250,000 for these two activities.
• This Resolution authorizes Lake County to accept the HOME CHDO Competition award of additional HOME funds, appropriate the $250,000 for this award, and to execute subrecipient contracts with these two agencies.

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) made available through a nation-wide HOME CHDO Competition over $1 million dollars for the development of energy efficient and environmentally-friendly “green” affordable housing for low income families from reallocated Community Housing Development Organization (CHDO) Reservation Set-aside funds; and
WHEREAS, the County Board of Lake County approved a resolution on June 10, 2008 to authorize the Chairman of the Lake County Board to execute the necessary documents to submit an application for the development of energy efficient and environmentally-friendly “green” affordable housing for low income families; and
WHEREAS, under the prescribed application competition requirements the two CHDO designated project sponsors were:
• Habitat for Humanity Lake County, a Lake County CHDO agency, for the construction of 10 new duplex HOME funded Energy Star certified housing units.
• Youthbuild Lake County, a Lake County CHDO agency, for the construction of 4 new single-family HOME funded Energy Star certified housing units.
WHEREAS, the County of Lake received notification from the U.S. Department of Housing and Urban Development on September 2, 2008 awarding $250,000 in reallocated CHDO Reservation Set-aside funds; and
WHEREAS, Lake County already has an existing 2008 HOME Program Grant Agreement with HUD and HUD needs to obligate the reallocated CHDO Reservation Set-aside funds by the end of September, HUD simply desires to add the $250,000 in awarded CHDO Reservation Set-aside funds to the existing 2008 HOME Program Grant Agreement.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chairman of the Lake County Board or her designee is hereby authorized to execute the necessary documents to accept the HOME CHDO Competition award of additional HOME funds for energy efficient and environmentally-friendly “green” affordable housing for low income families from reallocated CHDO Reservation Set-aside funds in the amount of $250,000; and
BE IT FURTHER RESOLVED, that an emergency appropriation is hereby authorized in the amount of $250,000 in Account Number 740-2920010-79950-000-000-000-00000; and
BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or her designee is hereby authorized to execute contracts with those entities designated to be recipients of funds appropriated under this resolution.
