Staff Summary
• The Circuit Court Clerk has a bid-exempt requirement for the purchase of consulting services from URL Integration to develop and implement electronic civil filing (e-filing).
• The e-filing system will utilize web application software tools to provide a secure interface for registered individuals to pay and file instantaneously with the Circuit Court Clerk’s office.
• Lake County has a long standing and successful relationship with URL Integration who has provided professional services for the intergration of justice agencies.
• The Purchasing Agent convened an ad hoc group that approved bid exemption on the basis of the long standing, successful relationship. The knowledge gained through this relationship adds value integral to the services provided.
• This contract will cost the County an amount not to exceed $2,343,532.51 charged to the Document Storage Fund, account # 258-3110010-71220-000-000-000-00000.

WHEREAS, the Circuit Court Clerk has a bid-exempt requirement for the purchase of consulting services from URL Integration to develop and implement electronic civil filing (e-filing); and
WHEREAS, the e-filing system will utilize the latest web application software tools to provide a secure interface for registered individuals to pay and file instantaneously with the Circuit Court Clerk’s Office; and
WHEREAS, the work includes a business analysis requirements review, system architecture development, application development, testing and facilitation of user acceptance and all project management; and
WHEREAS, there exists a long standing and successful relationship with URL Integration who has provided professional services for the intergration of justice agencies in Lake County; and
WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent convened an ad hoc review group that approved bid exemption on the basis that there exists a long standing, successful relationship for professional services, and the knowledge gained through this relationship adds value integral to the services provided for these services; and
WHEREAS, this project will be funded from Document Storage Fund.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized to enter into an agreement for the purchase of consulting services with URL Integration, Colorado Springs, CO to develop and implement electronic civil filing (e-filing) functionality for the Circuit Court Clerk in an amount not-to-exceed $2,343,532.51 charged to account # 258-3110010-71220-000-000-000-00000
