Staff Summary
· As part of the County's maintenance and rehabilitation of the Northwest Interceptor Sewer it is necessary to clean and test the interceptor as well as perform by-pass pumping of the East Main Pump Station.
· This project will include the construction of a launching station that provides an access point for a pipeline inspection gauge, installation of shut off valves to allow for repairs at the East Main Pump Station, and testing equipment for the interceptor.
· The County received bid documents from seven contractors, five of which were deemed responsive.
· Award of this contract is recommended to the lowest responsive and responsible bidder, Bolder Contractors, Inc., Deerfield, Illinois in the amount of $256,000.00.
· This resolution authorizes execution of a contract with Bolder Contractors, Inc. in the amount of $256,000.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates and maintains sanitary sewer systems, including the East Main Pump Station and the Northwest Interceptor Sewer (Interceptor) within the Northwest Lake Facility Planning Area; and
WHEREAS, as part of maintenance and rehabilitation of the Northwest Interceptor Sewer it is necessary to clean and test the Interceptor as well as perform by-pass pumping of the East Main Pump Station; and
WHEREAS, in order to perform the maintenance and by-pass pumping, a pipeline inspection gauge (PIG) launching station must be constructed at the East Main Pump Station to allow access to the Interceptor; and
WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the construction of a PIG launching station at the East Main Pump Station; and
WHEREAS, subsequent to said publication, the County received requests for bid documents for this work from seven (7) contractors; and
WHEREAS, five (5) sealed bids were received and publicly opened in the office of the Public Works Department on Monday, March 4, 2013, at 2:00 p.m., and
WHEREAS, Bolder Contractors, Inc. is the lowest responsive and responsible bidder in the amount of $256,000.00; four (4) other bids were received, ranging from $264,750.00 to $327,990.00.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Bolder Contractors, Inc., Deerfield, IL in the amount of $ 256,000.00 for the construction of a P.I.G. launching station at the East Main Pump Station and charging the costs thereof to Account No. 610-4867220-85010-48310.
