Joint resolution authorizing a contract with Compass Group USA, by and through its Canteen Correctional Services and Canteen Vending Services divisions for Food and Commissary Services for Lake County for a two (2) year period plus renewals.
Staff Summary
• Requests for proposals for food and commissary services consisting of jail commissary service, county-wide vending service and food services for the administrative tower and courts complex, including operation of the County Cafe, Coffee Kiosk and provision of juror meals were extended to six hundred and forty (640) vendors, including approximately 600 Lake County entities holding a Food License.
• Sealed proposals were received from six (6) vendors.
• An Ad Hoc Evaluation Group with representation from the Sheriff’s Office, the 19th Judicial Circuit Court, State’s Attorney, Human Resources, Division of Transportation, Public Works, Winchester House, Finance and Administrative Services, Recorder of Deeds, and Facilities Management reviewed the proposals and interviewed the top two (2) firms.
• Based on the criteria set forth in the Request for Proposals, the evaluation group selected Compass Group USA, by and through its Canteen Correctional Services and Canteen Vending Services divisions as the most favorable proposal for Lake County.
• Commissions payable to the Inmate Welfare Fund and to the County are estimated at $290,000 annually.

WHEREAS, proposals were called for by publication for Food and Commissary Services consisting of Jail Commissary Service, County-wide Vending Service and Food services for the Administrative Tower and Courts Complex, including operation of the County Café and Coffee Kiosk and provision of Juror meals; and
WHEREAS, subsequent to said publication, requests for proposals were extended to six hundred and forty (640) vendors; and
WHEREAS, sealed proposals were received from six (6) vendors and opened in the County Building, Waukegan, Illinois, on September 28, 2010 at 2:00 p.m.; and
WHEREAS, an Ad Hoc Evaluation Group with representation from the Sheriff’s Office, the 19th Judicial Circuit Court, State’s Attorney, Human Resources, Division of Transportation, Public Works, Winchester House, Finance and Administrative Services, Recorder of Deeds, and Facilities Management reviewed the proposals; and
WHEREAS, the Evaluation Group held interviews with the top two (2) firms; and
WHEREAS, based on the criteria set forth in the Request for Proposals, the Evaluation Group selected Compass Group USA, by and through its Canteen Correctional Services and Canteen Vending Services divisions as the most favorable proposal for Lake County.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that that the Purchasing Agent is authorized to negotiate and enter into a contract with Compass Group USA, by and through its Canteen Correctional Services and Canteen Vending Services divisions for Food and Commissary services for Lake County for a two (2) year period plus renewals.
