Staff Summary
·      County Signals; Traffic Signal Master Agreement: Village of Round Lake Beach.
·      Several agreements are in place with the Village of Round Lake Beach regarding the maintenance cost, construction and installation cost, and future costs associated with various existing county owned traffic control signals.
·      Lake County is in the process of consolidating various traffic signal agreements with municipalities into new master agreements with provisions for adding new traffic signals to the master agreement.
·      The master agreements include the provision for Emergency Vehicle Preemption Systems (EVPS) so that the local agency will be responsible for maintenance and future cost of the emitters, and LCDOT will be responsible for maintenance and future cost for preemption systems.      
 
Body
WHEREAS, Lake County, by and through its Division of Transportation, has jurisdiction and ownership of various traffic control signals and equipment at intersections located within the Village of Round Lake Beach; and
 
WHEREAS, various agreements are in place between Lake County and the Village of Round Lake Beach, regarding the maintenance cost, construction and installation cost, and future costs associated with existing county owned traffic control signals; and
 
WHEREAS, Lake County and the Village of Round Lake Beach now desire to consolidate the various traffic signal agreements into a master agreement with provisions for adding new traffic signals, a draft copy of said agreement is attached hereto: and
 
WHEREAS, the said new master agreement includes the provision for Emergency Vehicle Preemption Systems (EVPS) so that the Village of Round Lake Beach will be responsible for maintenance and future cost of the emitters, should they choose to use the EVPS that may be in place at any of traffic signals included in the master agreement; and
 
WHEREAS, it is in the best interest of Lake County to authorize the County Engineer of Lake County to include additional future traffic control signals, as may be warranted from time-to-time, and that are under the jurisdiction of Lake County and within the Village of Round Lake Beach to the said master agreement.
      
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, Illinois, be authorized, and they are hereby directed to execute a master agreement between Lake County and the Village of Round Lake Beach regarding the cost for construction, installation, and maintenance associated with existing and future traffic control signals under the jurisdiction of the Lake County Division of Transportation. The County Engineer shall transmit in writing the final agreement to be executed by the County Board Chair and the County Clerk.
 
BE IT FURTHER RESOLVED that the County Engineer of Lake County is hereby authorized to include within the above-said master agreement between Lake County and the Village of Round Lake Beach additional traffic control signals, as may be warranted from time-to-time, and that are within the jurisdiction of Lake County Division of Transportation in accordance with said master agreement.
