                     The intersection improvements of Darrell Road at Dowell Road and Fisher Road will include the installation of roundabouts and non-motorized improvements.

                     The project requires a 140-day closure to construct the roundabouts.

                     There was a public call for bids, and a total of two bids were received, ranging from $7,879,523.93 to $8,044,042.83 and the lowest responsible bidder is Lake County Grading Company, LLC, Libertyville, Illinois, in the amount of $7,879,523.93.

                     This project is included in the Transportation Improvement Program and designated as Section 13-00107-09-RD.

RESOLUTION

 

WHEREAS, pursuant to authority granted by this County Board of Lake County, Illinois, the County Engineer heretofore called for sealed bids, by publication, for the intersection improvements of Darrell Road at Dowell Road and Fisher Road which will include installation of roundabouts and non-motorized improvements, and is designated as Section 13-00107-09-RD; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened July 9, 2024, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

 

Lake County Grading Company, LLC

Libertyville, Illinois

$7,879,523.93

 

Berger Excavating Contractors, Inc

Wauconda, Illinois

$8,044,042.83

 

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Lake County Grading Company, LLC, Libertyville, Illinois, in the amount of $7,879,523.93 based on estimated quantities and unit prices; and

 

WHEREAS, the project requires a 140-day closure of the intersections in order to construct the improvements; and

 

WHEREAS, the contract includes an incentive to the contractor for opening the road early and a disincentive if the closure goes beyond the planned 140 days; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that a contract be awarded to Lake County Grading Company, LLC, Libertyville, Illinois, in accordance with their bid of $7,879,523.93, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the intersection improvement of Darrell Road at Dowell Road and Fisher Road and designated as Section 13-00107-09-RD; and

 

BE IT FURTHER RESOLVED, that the County Engineer, for the processing of contract change orders, is hereby authorized and directed to treat the awarded base construction cost as the low bid amount of $7,879,523.93 plus any detour incentives up to a maximum of $150,000; and

 

BE IT FURTHER RESOLVED, that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation; and

 

BE IT FURTHER RESOLVED, that there is hereby appropriated $9,460,000 of ¼% Sales Tax for Transportation funds for these improvements.
