Staff Summary
· The current contract for online legal research services has expired.
· Online legal research provides web based access to 172 users in various County departments to search legal databases, seven patron access terminals in the Law Library and a core of printed subscription products for the State's Attorney's Office, Circuit Court, Public Defender and Law Library.
· Request for Proposals were sent to seven vendors and proposals were received from two firms.
· Based on the criteria set forth in the Request for Proposal for Online Legal Research Services it has been determined that the proposal submitted by West Publishing Corporation is the most favorable for Lake County.
· The contract authorizes the Purchasing Agent to enter into a two-year agreement, with three additional one-year renewal options, that will cost the County an estimated annual amount of $210,038.80 to be paid from various Lake County accounts.

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing
Ordinance, Request for Proposals were called for by publication for Online Legal Research Services
WHEREAS, subsequent to said publication, Request for Proposals were extended to seven potential vendors; and
WHEREAS, sealed proposals were received from two vendors and opened in the County Building, Waukegan, IL on March 6, 2013 at 2:00 p.m. and
WHEREAS, based on the criteria set forth in the Request for Proposal Online Legal Research Services it has been determined that the proposal submitted by West Publishing Corporation is the most favorable for Lake County.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County,
Illinois, that the Purchasing Agent is authorized to enter into a contract with West Publishing Corporation, Eagan, MN in the estimated annual amount of $210,038.80 for Online Legal Research Services charging the costs thereof to various Lake County accounts
