Joint resolution for a twenty-five (25) month contract with a one (1) year renewal option with Kolkmeier Consulting of Springfield, IL for state legislative consulting services.
Staff Summary
• The County has a need to enter into a contract for Illinois legislative consulting services.
• Lake County has a long standing successful relationship with Kolkmeier Consulting of Springfield, IL, who is familiar with the issues confronting Lake County and has a very good working relationship with the Lake County legislative delegation in Springfield.
• Kolkmeier Consulting also represents Metro Counties further adding benefit through collaboration with other counties on legislative initiatives.
• The Purchasing Agent consulted with an ad hoc review group and determined that this purchase of consulting services is exempt from the competitive bid process on the basis of there exists a long standing, successful relationship for professional services and the knowledge gained through this relationship adds value integral to the services provided for these services.
• There is no cost increase to this contract from 2010 to 2011. The contract will cost the County $4,005.67 per month for the period of December 1, 2010 to December 31, 2011, thereafter subject to annual changes in the United States Consumer Price Index (CPI).
• The cost will be charged to 101-1102040-79950-000-000-000-11011.

WHEREAS, there is a need for State of Illinois legislative consulting services; and
WHEREAS, Lake County has a long standing successful relationship with Kolkmeier Consulting of Springfield, IL, who has provided legislative consulting services, is familiar with the issues confronting Lake County and other collar counties and has a very good working relationship with the Lake County legislative delegation in Springfield, IL; and
WHEREAS, staff negotiated an agreement with Fiscal Year 2011 fees at the same monthly price as Fiscal Year 2010, thereafter subject to annual changes in the Unites States Consumer Price Index (CPI); and
WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group and determined that this purchase of consulting services is exempt from the competitive bid process on the basis of there exists a long standing, successful relationship for professional services and the knowledge gained through this relationship adds value integral to the services provided for these services.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a twenty-five (25) month contract with a one (1) year renewal option with Kolkmeier Consulting of Springfield, IL, in the monthly amount of $4,005.67 for the period of December 1, 2010 to December 31, 2011, thereafter subject to annual changes in the United States Consumer Price Index charged to 101-1102040-79950-000-000-000-11011.
