Joint resolution authorizing an agreement with Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, to provide professional engineering services for the 2026 Accessible Pedestrian Signal Project at a maximum cost of $363,941 and appropriating $436,000 of ¼% Sales Tax for Transportation funds.

 

Staff Summary

                     A consultant will be utilized to provide these Phase II design engineering services to replace existing push buttons with accessible pedestrian signals.

                     The project will include push button replacements at thirty-three intersections, and construction of Americans with Disabilities Act compliant ramp improvements at various locations.

                     Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. Seq.

                     The selected firm has a satisfactory past relationship with the Lake County Division of Transportation.

                     This improvement is included in the Transportation Improvement Program and designated as Section 25-00999-15-TL.

RESOLUTION

 

WHEREAS, Lake County endeavors to replace existing pedestrian push buttons with accessible pedestrian signals on the county highway system; and

 

WHEREAS, Lake County, by and through its Division of Transportation, plans to replace pedestrian push buttons with accessible pedestrian signals at thirty-three intersections, including the installation of pedestrian push button posts, and the construction of Americans with Disabilities Act compliant ramp improvements at various locations; and

 

WHEREAS, it is advisable that a professional engineering services firm be employed to provide Phase II design engineering services; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and

 

WHEREAS, Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, are consulting engineers skilled in the provision of Phase II design engineering services for traffic signal enhancements; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that Gewalt Hamilton Associates, Inc., be employed to provide said professional engineering services for a maximum cost of $363,941, and that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized, and hereby directed to execute on behalf of Lake County, an agreement, a draft copy of said agreement attached hereto, for design engineering services with Gewalt Hamilton Associates, Inc. and such authorization shall include any necessary subsequent amendments; and

 

BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk; and

 

BE IT FURTHER RESOLVED, that there is hereby appropriated $436,000 of ¼% Sales Tax for Transportation funds for these engineering services, and designated as Section 25-00999-15-TL; and

 

BE IT FURTHER RESOLVED, that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further board action, providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
