Joint resolution authorizing the renewal and emergency appropriation of a Federal Fiscal Year 2008 US Department of Justice Office of Juvenile Justice and Delinquency Prevention (OJJDP) Juvenile Accountability Block Grant (JABG), to continue the State’s Attorney’s Victim Offender Mediation program administered through the Illinois Criminal Justice Information Authority (ICJIA), in the amount of $29,190 in federal funds.

Staff Summary

                     A Victim Offender Mediation program has been a priority for the Lake County Juvenile Justice Council and the State’s Attorney’s Office for several years.

                     The program is for the performance period of Dec 1, 2011 to November 30, 2012 and addresses the goals of reducing juvenile recidivism and assuring offender accountability.

                     The program is 90% funded by the grant in the amount of $29,190, and a 10% cash match in the amount of $3,250 is required; no match funds are being requested from the County’s general fund, but are being provided from local partners or the State’s Attorney’s Money Laundering Forfeiture Fund.

                     The program supports one part-time coordinator, who is contracted in order to minimize costs and to provide a neutral party for the facilitation of the program.

                     The program will also fund mediation training and supplies to support the program.

                     This program works in conjunction with the 19th Judicial Circuit’s Juvenile Voluntary Supervision Diversion Program, and provides a platform for victims to talk face-to-face with juvenile offenders of non-violent crimes.

RESOLUTION

 

WHEREAS, the Illinois Criminal Justice Information Authority (ICJIA) has announced the continuation of the State’s Attorney’s Victim Offender Mediation (VOM) program, with a 12 month renewal that includes $29,190 in Federal funds to provide Victim Offender Mediation during the period of December 1, 2011 through November 30, 2012; and

 

WHEREAS, the program budget includes $29,190 in federal funds and $3,250 in match, and an emergency appropriation is necessary to appropriate these amounts in the County FY 2012 budget; and

 

WHEREAS, the 10% match is required and is being supplied by external local sources or the State’s Attorney’s Money Laundering Forfeiture Fund and not with County general funds; and

 

WHEREAS, the grant renewal must be formally accepted by the County of Lake.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Grant Program Agreement #508402 with the Illinois Criminal Justice Information Authority (ICJIA), for the Lake County State’s Attorney’s Victim Offender Mediation program, and execution of this FFY2008 JABG Victim Offender Mediation grant for Lake County on behalf of the Lake County State’s Attorney’s Office are hereby authorized; and

                     

BE IT FURTHER RESOLVED, that an emergency appropriation in the amount of $32,433 is hereby authorized in fund 101, management center 3330040, with an equal amount of offsetting revenue in federal funds ($29,190) and external (non-general County fund) match funds ($3,243) to be deposited to the same management center; and

 

BE IT FURTHER RESOLVED, that the chart of accounts will be forwarded to the Controller as soon as possible; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and

 

BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and Lake County Treasurer are hereby authorized to execute the necessary documentation to accept the award.
