Staff Summary
· As part of the County's long-term infrastructure improvements program the Portwine Lift Station requires construction of a second parallel force main to service the Southeast Lake County area.
· This project will include installation of 10,500 feet of 16-inch diameter force main and a new valve/metering vault at the lift station.
· The County published a request for bids and received five bids ranging from $2,564,407 to $4,202,238.
· Award of this contract is recommended to the lowest responsive, responsible bidder, Berger Excavating Contractors, Inc., Wauconda, Illinois in the amount of $2,564,407.
· This resolution authorizes Purchasing Agent to execute a contract with Berger Excavating Contractors, Inc. in the amount of $2,564,407 for this project.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates and maintains sanitary sewer systems, including the Portwine Lift Station and Force Main within the Southeast Lake Facility Planning Area; and
WHEREAS, increase of the sanitary sewer flows to the Portwine Lift Station requires additional pumping capacity from that station that will be enabled by the construction of a second parallel force main; and
WHEREAS, the County's long-term infrastructure improvements program requires construction of an additional Portwine Force Main; and
WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the Additional Portwine Force Main Project; and
WHEREAS, subsequent to said publication, the County received requests for bid documents for this work from nine (9) contractors; and
WHEREAS, five (5) sealed bids were received and publicly opened in the office of the Public Works Department on Tuesday, February 12, 2013, at 2:00 p.m., and
WHEREAS, Berger Excavating Contractors, Inc. is the lowest responsive and responsible bidder in the amount of $2,564,407.00; four (4) other bids were received, ranging from $2,565,691.00 to $4,202,238.00.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Berger Excavating Contractors, Inc., Wauconda, IL in the amount of $ 2,564,407.00 for the Additional Portwine Force Main Project and charging the costs thereof to Account No. 610-4854298-85010-48310.
