Joint resolution authorizing the application, acceptance, and emergency appropriation of a State Fiscal Year (SFY) 2024 Capital Bill Grant from the Build Illinois Bond Fund in the amount of $150,000 for general capital improvements to the Lake County Children’s Advocacy Center (LCCAC).

 

Staff Summary

                     Established in 1987, the LCCAC is where children are brough for a forensic interview when there has been an allegation of sexual abuse, severe physical abuse, or a child has been a witness to a major crime. The LCCAC is a child-focused center, and a committed multidisciplinary team (MDT) is the foundation of the work.

                     This is an application for the SFY 2024 Capital Bill Grant from the Build Illinois Bond Fund through the State of Illinois Department of Commerce and Economic Opportunity.

                     The LCCAC will use the $150,000 towards general capital improvements including the renovation to support an upgraded front vestibule reception area.

                     The source of program funding is 100 percent state funding; no match is required.

RESOLUTION

 

WHEREAS, the State Fiscal Year (SFY) 2024 Capital Bill, SB0250, section 4210 states: The sum of $150,000, or so much thereof as may be necessary, and remains unexpended at the close of business on June 30,2023, from a reappropriation heretofore made for such purpose in Article 184, Section 4210 of Public Acct 102-0698, as amended, is reappropriated from the Build Illinois Bond Fund to the Department of Commerce and Economic Opportunity for a grant to the Lake County Children’s Advocacy Center for costs associated with capital improvements; and

 

WHEREAS, the Lake County Children’s Advocacy Center will use the $150,000 towards general capital improvements and other infrastructure upgrades; and

 

WHEREAS, the SFY 2024 Capital Bill Grant is in the amount of $150,000, and it is necessary to appropriate this amount; and

 

WHEREAS, it is necessary for the Chair of the County Board and the Treasurer to execute the necessary documents to apply for, accept, and execute the grant.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that that the application, acceptance, and execution of an SFY 2024 Capital Bill Grant for the Lake County Children’s Advocacy Center (LCCAC), is hereby authorized; and

 

BE IT FURTHER RESOLVED, that an emergency appropriation in the amount of $150,000 is hereby authorized for the Capital Bill Grant in expenditure and revenue accounts to be determined by the controller; and

 

BE IT FURTHER RESOLVED, that the LCCAC Executive Director shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the LCCAC; and

 

BE IT FURTHER RESOLVED, that the Chair of the Board, the LCCAC Executive Director, and the Lake County Treasurer are hereby authorized to execute the necessary documents to apply for, accept, and execute the grant.
