Joint resolution authorizing an emergency appropriation and execution of the necessary documents to administer additional funding under the PY2011 Emergency Solutions Grant (ESG) from the US Department of Housing and Urban Development (HUD).
Staff Summary
· On May 5, 2012, the County Board authorized the submittal of a substantial amendment to the 2011 Annual Action Plan in order to receive funds under the new Emergency Solutions Grant (ESG).
· The Action Plan outlines funding recommendations of $30,000 for HMIS, $25,496 for homeless prevention and $7,527 for administration.
· HUD approved this substantial amendment and notified Lake County it was awarded $63,023 in additional funding.
· The Community Development Commission recommended Maristella Ministries' Homeless Prevention Program and HMIS for funding.
· This resolution authorizes an emergency appropriation of the additional funds and execution of the necessary subrecipient agreements.
Body
WHEREAS, the US Department of Housing and Urban Development (HUD) has awarded $63,023 from the PY2011 Emergency Solutions Grant (ESG); and
WHEREAS, the Lake County Board previously approved the substantial amendment to the 2011 Annual Action Plan in order to receive these funds; and
WHEREAS, HUD has informed the County that the substantial amendment has been accepted and approved; and
WHEREAS, the Community Development Commission recommended on February 27, 2013 that funds be awarded to Maristella Ministries' Homeless Prevention Program.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Lake County Board Chairman or his designee is hereby authorized to execute the necessary documents to administer the PY2011 ESG program per the substantial amendment, including subrecipient agreements; and
BE IT FURTHER RESOLVED, that an emergency appropriation is hereby authorized in the amount of $63,023 in revenue account 740-2940010-45040-000-000-000-29400 and the corresponding expenses in 740-2940010-79950-000-000-000-29400.
