Staff Summary
• This Community Based Violence Intervention and Prevention Initiative grant will provide funding for the SAO Gun Violence Prevention Initiative (GVPI).
• The purpose of the GVPI is to work with community-based organizations to identify and hire violence interrupters who will work to reduce gun violence, specifically in Waukegan, North Chicago, and Zion and to provide opportunities for the most at-risk in our communities.
• The GVPI will engage residents, community leaders, local businesses, faith leaders, service providers, and high-risk individuals to build coalitions and develop strategies to reduce violence.
• The long-term and short-term key to reducing violence is through aggressive, evidence-based techniques that rely upon intense and sustained engagement with at-risk individuals over several years.
• The funding of $1,500,000 will provide for: violence interrupters, violence interrupters’ supervisor, program manager, and program director salary and benefits expenses; contracted consultant expenses, computer equipment, electronic equipment, training, and printed materials.
• The grant performance period is October 1, 2022, through September 30, 2025.
• The source of program funding is 100 percent federal funding, no County funds are required.
• If funding for this program and these positions ends, and new funding is not secured, the program and positions will be eliminated.

RESOLUTION
WHEREAS, the Bureau of Justice Assistance (BJA), Office of Justice Programs (OJP), has awarded Fiscal Year 2022 Community Based Violence Intervention and Prevention Initiative Grant funding for the Lake County State’s Attorney’s Office (SAO) Gun Violence Prevention Initiative (GVPI); and
WHEREAS, the BJA OJP FY22 Community Based Violence Intervention and Prevention Initiative Grant in the amount of $1,500,000 in federal funds is for the performance period of October 1, 2022, through September 30, 2025; and
WHEREAS the federal grant award will fund violence interrupters, violence interrupters’ supervisor, program manager, and program director salary and benefits expenses; contracted consultant expenses, computer equipment, electronic equipment, training, and printed materials; and
WHEREAS the federal grant award must be formally accepted by Lake County, and it is necessary to appropriate the grant funding; and
WHEREAS the State’s Attorney’s Office recommends that the Chairman of the
County Board, the State’s Attorney, and the Treasurer be authorized to execute the
necessary documents to accept and execute the grant award; and
WHEREAS, if funding for this program and positions ends, and new funding is not secured, the program and positions will be eliminated.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, the Bureau of Justice Assistance (BJA), Office of Justice Programs (OJP), FY22 Community Based Violence Intervention and Prevention Initiative Grant funding award of $1,500,000 for the Lake County State’s Attorney’s Office Gun Violence Prevention Initiative, for the period of October 1, 2022, through September 30, 2025, is hereby accepted and execution is hereby authorized; and
BE IT FURTHER RESOLVED, that an emergency appropriation in the amount of $1,500,000 in federal grant funding and offsetting revenue is hereby authorized for the Lake County SAO Community Based Violence Intervention and Prevention Initiative grant, GVPI program, as detailed in the attached chart of accounts; and
BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney’s Office; and
BE IT FURTHER RESOLVED, that the Lake County Chairman of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation to accept the grant award.
