RESOLUTION
 
      WHEREAS, the Administrative Office of Illinois Courts (AOIC) has announced the continuation of the State's Attorney's Court Improvement program, with a 12 month renewal that includes $110,000 in federal funds to strengthen the infrastructure of child protection cases in Lake County and to improve outcomes for victims and non-offending family members of familial abuse and neglect during the period October 1, 2011 through September 30, 2012; and
 
WHEREAS, the grant program will fund 100% of the salary and fringe benefits for a full-time Assistant State's Attorney at the Children's Advocacy Center of the Lake County State's Attorney's Office, and is comprised of $110,000 in federal funds and a required in-kind match of $36,787, already allocated to the State's Attorney's Children's Advocacy Center budget, for a total of $146,787; and
 
WHEREAS, an emergency appropriation in the amount of $18,333, is necessary for salary and fringe expenses for October and November of 2011 that are not currently in the FY2011 State's Attorney's budget; and
 
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that Program Agreement #CIP-G-(TBD) with the AOIC for the Lake County State's Attorney's Court Improvement Program in the amount of $146,787 for the period October 1, 2011 through September 30, 2012, is hereby accepted; and
 
BE IT FURTHER RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of 18,333 is hereby authorized in fund 101, management center 3340010, with an equal amount of offsetting revenue in funds from the AOIC to be deposited to account number 101-3340010-45334; and
 
BE IT FURTHER RESOLVED, that grant revenue in the amount of $91,667 from the AOIC will be deposited into account #101-3340010-45334 to offset personnel expenses, and $36,787 in in-kind match funds are already appropriated in fund 101, management center 3300070; and
 
BE IT FURTHER RESOLVED, that the chart of accounts will be forwarded to the controller upon adoption of this resolution; and
 
BE IT FURTHER RESOLVED, that the State's Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State's Attorney Office; and
 
BE IT FURTHER RESOLVED, that the Board Chair, State's Attorney, and Treasurer for Lake County are hereby authorized to execute the necessary documentation to accept the renewal.
