• Lake County is the recipient of HUD Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG) entitlement funding.
• As a condition of entitlement funds HUD requires the development and submission of a Consolidated Plan detailing five-year goals and strategies needed to address identified community needs.
• The Consolidated Plan also includes Program Year 2025 (PY25) activities receiving funding totaling $3,144,037 of CDBG, $1,631,705 HOME, and $221,534 ESG funds.

RESOLUTION
WHEREAS, the United States Department of Housing & Urban Development (HUD) requires the submission of a Consolidated Plan detailing five-year goals and strategies needed to address identified community needs; and
WHEREAS, the Consolidated Plan also includes Program Year 2025 (PY25) activities receiving funding totaling $3,144,037 of Community Development Block Grant (CDBG), $1,631,705 HOME Investment Partnership (HOME), and $221,534 Emergency Solutions Grant (ESG) funds; and
WHEREAS, the Lake County Consortium Citizens Participation Plan (CPP) outlines the public process adhered to for the creation of the Consolidated Plan; and
WHEREAS, in accordance with the CPP a series of public meetings were held to discuss the Consolidated Plan including a public hearing at the June 11, 2025, meeting of the Housing and Community Development Commission (HCDC); and
WHEREAS, following the public hearing on June 11, 2025, the Lake County HCDC voted to approve the 2025-2029 Consolidated Plan.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the 2025-2029 Consolidated Plan and PY25 funding recommendations are hereby approved and an emergency appropriation in the amount of $253,436 is hereby authorized in the Fiscal Year 2025 budget in the Fund 740 HUD Grants budget as detailed in the attachment; and
BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute all necessary documents including grant agreements, lien releases, loan modifications, lien subordinations, and other administrative documents necessary to carry out the PY25 projects and complete the submission of the 2025-2029 Consolidated Plan.
