Staff Summary
• The Villages of Lake Barrington and North Barrington have agreed to continue the police services contract for a three-year period.
• Based on population served, the Village of Lake Barrington pays 57.5 percent of the total monthly cost and the Village of North Barrington pays 42.5 percent of the total monthly cost.
• The Village of Lake Barrington will pay $494,784.51 in 2017, $510,096.99 in 2018, and $528,532.41 in 2019 for police services. The Village of North Barrington will pay $365,710.29 in 2017, $377,028.21 in 2018, and $390,654.39 in 2019 for police services.
• Three full time equivalent officers plus a shift relief factor will provide police services, continuing the 24-hour, one-car-per-shift, coverage to be provided by the Sheriff’s Office.
• This new contract incorporates the cost of 911 dispatch services into the pricing structure of the contract, all other hourly rate charges are consistent with newer County police services contracts. The annual increase is sufficient to cover costs associated with this contract.

RESOLUTION
WHEREAS, the Villages of Lake Barrington and North Barrington have requested that the Sheriff continue to provide police services to the said Villages; and
WHEREAS, the Villages of Lake Barrington and North Barrington have requested the continuation of police services for twenty-four hours per day; and
WHEREAS, the Sheriff has negotiated an Intergovernmental Agreement with the Villages relative to providing said services.
WHEREAS, the County and the Villages are proposing that the new rate for policing services will be:

with 57.5 percent paid monthly by the Village of Lake Barrington and the remaining 42.5 percent paid monthly by the Village of North Barrington. The monthly installment is due on the fifteenth day of January; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chair of the Board and the Sheriff are hereby authorized to execute an Intergovernmental Agreement with the Villages of Lake Barrington and North Barrington for the purpose of continuing to provide police services in the Villages, effective January 1, 2017.
BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to forward a certified copy of this Resolution to the Villages of Lake Barrington, North Barrington and the Lake County Sheriff.
