Joint Resolution authorizing the execution of an agreement between Lake County and the City of Highland Park for the improvement to certain traffic control signals under the jurisdiction of the City of Highland Park, via an initial and later CMAQ grants awarded to the County by the State of Illinois.  This improvement is designated as Section 06-00924-00-TL.

 

Staff Summary

                     Lake County PASSAGE, Traffic Signal Interconnect: City of Highland Park Agreement

                     A goal of Lake County PASSAGE is to eventually interconnect all traffic signals in the county.

                     Cooperative agreements have been achieved with some municipalities to include their signals in PASSAGE.

                     The county has received an allocation of federal CMAQ funds, for Phase II, from IDOT to add the interconnection of certain traffic signals in the City of Highland Park to PASSAGE.

                     The county will provide the local match for Phase II and apply for additional CMAQ funding for construction.

                     The city will continue to maintain and operate their signals.

                     The county will maintain and operate the PASSAGE components.

 

Body

WHEREAS, the City of Highland Park operates and has jurisdiction over certain traffic control signals within its corporate boundaries; and

 

                     WHEREAS, Lake County by and through its Division of Transportation has secured CMAQ grant funding for the design of improvements to certain traffic control signals situated within the City of Highland Park including certain signals under the jurisdiction of the Illinois Department of Transportation; and

 

WHEREAS, said improvement will be to Lake County PASSAGE

standards providing for interconnection of the City of Highland Park signals to the Transportation Management Center in Libertyville; and

 

                     WHEREAS, Lake County and the City of Highland Park are desirous of entering into an agreement stating the terms and conditions to provide the local match for said initial and later CMAQ funding for said City of Highland Park signals, a draft copy of which is attached hereto. 

 

NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, that the Chair of the County Board, the County Clerk, and the County Engineer of Lake County, Illinois, are authorized, and are hereby directed to enter into an agreement between Lake County and the City of Highland Park stating the terms and conditions for the local match of the above-said CMAQ funding providing for the improvements to certain traffic control signals situated within the City of Highland Park and designated as Section 06-00924-00-TL.  The County Engineer shall transmit in writing the final agreement to be executed by the Chair of the Lake County Board and the County Clerk.
