Staff Summary

•                     Lake County desires to enter into a contract for Voice Communication Services.

•                     Lake County extended requests to 34 potential vendors and seven (7) proposals were received.

•                     The Information Technology Department evaluated all proposals.

•                     Call One and Telcom Innovations Group is recommended as the firm that best meets the needs of the County based on RFP evaluation criteria.

•                     This contract will cost the County an estimated annual amount of $232,164; two year total of $464,328 and will be charged to various accounts.

Body

                     WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for Voice Communication Services for the Department of Information Technology; and

                     WHEREAS, these services include alarm circuits, Centrex lines, voice mail services, voice analog business lines (POTS), and long distance services; and

WHEREAS, subsequent to said publication, Request for Proposals were extended to 34 vendors; and

                     WHEREAS, sealed proposals were received from seven (7) vendors and opened in the County Building, Waukegan, Illinois, on November 25^th, 2008 at 2:00 p.m.; and

                     WHEREAS, based on the criteria set forth in the Request for Proposals, the Information Technology Department evaluated all proposals and determined that the proposal submitted by Call One and Telcom Innovations Group is the most favorable proposal for Lake County.

                     NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to negotiate a two (2) year contract with three (3) additional one (1) year renewal options with Call One in Chicago, IL and Telcom Innovations Group in Itasca, IL for Voice Communication Services in the estimated annual amount of $232,164; two year total of $464,328.
