Resolution authorizing an agreement with McHenry County to exchange winter maintenance activities at various locations within Lake and McHenry Counties.

Staff Summary

•                     Currently, the Lake County Division of Transportation (LCDOT) and the McHenry County Division of Transportation (MCDOT) provide snow and ice control services on the county highways within their respective jurisdictions.

•                     There are segments of county highways along the border between Lake and McHenry Counties that, if coordinated, would provide for more efficient and effective snow and ice control.

•                     LCDOT will assume winter maintenance responsibility for a portion of two county highways within McHenry County and MCDOT will assume winter maintenance responsibility of two county highways within Lake County.

•                     The level of winter maintenance effort and resources for this swap are comparable.

•                     Each County will perform this work at no cost to the other County, and the agreement can be terminated by either party with advance notice, between May 1^st and August 1^st of each year.

RESOLUTION

WHEREAS, Lake County and McHenry County believe it would be beneficial to the safety and welfare of the traveling public if there was an exchange of responsibilities for snow and ice control work at various locations within Lake and McHenry Counties; and

WHEREAS, Lake County, through its Division of Transportation, is desirous to provide snow and ice control for certain locations within McHenry County without reimbursement from McHenry County; and

WHEREAS, McHenry County, through its Division of Transportation, is desirous to provide snow and ice control for certain locations within Lake County without reimbursement from Lake County; and

WHEREAS, Lake County and McHenry County are desirous of entering into an agreement stating the terms and conditions for said routine snow and ice control, a draft copy of which is attached hereto.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized, and are hereby directed to enter into an agreement, and any amendments, between Lake County and McHenry County to perform snow and ice control work for various locations within Lake and McHenry Counties; and

BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk; and

BE IT FURTHER RESOLVED, that the County Engineer of Lake County is hereby authorized to update, within the above-said agreement between Lake County and McHenry County, the list of roadway locations, as may be warranted from time-to-time, in accordance with said agreement.
