                     Traffic Signal System Interface, Lake County PASSAGE:  Contract Agreement and Appropriation

                     The Lake County PASSAGE system traffic signal controller software interface has become outdated and needs to be replaced.

                     This system provides the central control capabilities from the Transportation Management Center for the coordination of the various types of signal controllers and systems in the field.

                     ECONOLITE / Traffic Control Corporation, Woodridge, IL is the manufacturer/software developer and the only source that can provide integration with the two different types of Traffic Signal Controllers in use in the County and with the existing Advanced Traffic Management System.

                     The Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of sole source.

                     This contract agreement for the replacement software interface will be for an amount of $185,000.

                     This resolution appropriates $205,000 of ¼% Sales Tax for Transportation or Public Safety Funds for this purpose.

R E S O L U T I O N

 

WHEREAS, Lake County, by and through its Division of Transportation, maintains and operates through Lake County PASSAGE, traffic signals on the county highway system;

 

WHEREAS, Lake County, by and through its Division of Transportation, maintains and operates various traffic signals on the state highway system for the Illinois Department of Transportation and also for several local highway authorities, by agreement through Lake County PASSAGE; and

 

                     WHEREAS, the effective operation of said traffic signals through Lake County PASSAGE is beneficial to the safety and welfare of the State of Illinois and the county as a whole, and;

 

WHEREAS, a new traffic signal controller software interface is needed to maintain efficient operations of Lake County PASSAGE, and;

 

WHEREAS, ECONOLITE / Traffic Control Corporation, Woodridge, IL is the manufacturer/software developer and the only source that can provide integration with the two types of Traffic Signal Controllers in use in the County and with the existing Advanced Traffic Management System; and

 

WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of sole source.

 

WHEREAS, in order to acquire a new traffic signal controller software interface an appropriation of funds is required.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is to enter into an agreement with ECONOLITE / Traffic Control Corporation, Woodridge, IL for a new traffic signal controller software interface for Lake County PASSAGE in an amount of $185,000 and designated as Section 10-00268-09-TL.  This resolution also appropriates $205,000 of ¼% Sales Tax for Transportation or Public Safety Funds for this purpose.
