• This funding will require an emergency appropriation in the amount of $483,122 in the Lake County State’s Attorney’s/Lake County Children’s Advocacy Center approved Fiscal Year (FY) 2023 budget for the additional positions and $88,677 for the Victim Advocate which has been approved for the FY 2023 Budget making the grant total 571,799.
• If funding for these positions ends, and new funding is not secured, the positions will be eliminated.

RESOLUTION
WHEREAS, the DCFS has worked, with the CACI, to announce a service formula allowing for a 56 percent increase in State funding allocated to Children’s Advocacy Centers in the State; and
WHEREAS, the LCCAC is receiving a 545 percent increase in funding through a 12-month continuation grant allowing for a comprehensive expansion of services to service the high demand and to meet the organizational capacity standard set forth in NCA accreditation policies; and
WHEREAS, this program funding will provide advocacy services, outreach and prevention services, administrative support, grant and programming specialization, diversity in forensic interviewing, expansion of software, and development assistance to child victims and their families during the period of July 1, 2023 through June 30, 2024; and
WHEREAS, the grant funds of $571,799 for this program will provide salary and benefits for two victims’ advocates, Education and prevention specialist, program director, administrative Assistant, and contractual work for a communication and marketing specialist, and forensic interviewers assigned to the grant program; and
WHEREAS, $88,677 for the Victim Advocate is already included in the State’s Attorney’s/Lake County Children’s Advocacy approved FY 2023 budget and an emergency appropriation in the amount of $483,122 is necessary for a grant total of $571,799.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Program Agreement with the Children’s Advocacy Centers of Illinois with State DCFS funds for the Lake County Children’s Advocacy Center program to provide services to child victims and their families, for the period of July 1, 2023, through June 30, 2024, is hereby accepted; and
BE IT FURTHER RESOLVED, that an emergency appropriation in the amount of $483,122 is hereby authorized in the Lake County State’s Attorney’s/Lake County Children’s Advocacy Center approved FY 2023 budget; and
BE IT FURTHER RESOLVED, that all costs associated with this grant be appropriated in the State’s Attorney’s approved FY 2023 budget in accounts 101-3303020-51110, 51240, 74080, 74100, 74110, 61020,79940 as detailed in the attached chart of accounts, with offsetting revenue in the budgeted account 101-3303020-45334; and
BE IT FURTHER RESOLVED, that $571,799 in state funds will be deposited into account 101-3303020-45334; and
BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as the project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney’s Office; and
BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and Lake County Treasurer are hereby authorized to execute the necessary documentation to accept the grant renewal.
