R E S O L U T I O N
WHEREAS, the free flow of traffic along Russell Road is beneficial for the safety and welfare of the State of Illinois and Lake County; and
WHEREAS, the State of Illinois will be improving Russell Road at I-94 by reconstructing and widening, including the bridges over northbound and southbound I-94, the entrance ramps at Russell Road, construction of a multi-use path along the south side of Russell Road, and installation of roadway lighting and fencing upgrades; and
WHEREAS, the State of Illinois and Lake County are desirous of entering into an agreement for the jurisdictional transfer of Russell Road, from the east edge of pavement of Old Skokie Highway to approximately 2405 lineal feet to the east (end of current State jurisdiction) in its entirety, from the State of Illinois to Lake County, a draft copy attached hereto; and
WHEREAS, Lake County will reimburse the State of Illinois for the local share of the reconstructing and widening of Russell Road, from the east edge of pavement of Old Skokie Highway to approximately 2405 lineal feet to the east (end of current State jurisdiction) in its entirety.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Russell Road, from the east edge of pavement of Old Skokie Highway to approximately 2405 lineal feet to the east (end of current State jurisdiction) in its entirety, will be added to the County Highway System of Lake County as an extension of County Highway 19 in accordance with the applicable provisions of the Illinois Highway Code and as approved by the Illinois Department of Transportation.
BE IT FURTHER RESOLVED that $260,000 of Motor Fuel Tax funds are appropriated for the improvement of Russell Road at I-94, and designated as Section 12-00078-13-WR.
BE IT FURTHER RESOLVED that the County Clerk and the County Board Chair be authorized and they are hereby directed to execute this agreement and any subsequent amendments. The Acting County Engineer shall transmit in writing the final Agreement for jurisdictional transfer to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that a copy of this agreement for jurisdictional transfer, when executed in its final form, be submitted to IDOT for their approval and final processing.
BE IT FURTHER RESOLVED that the County Clerk, County Board Chair and the Acting County Engineer of Lake County are authorized and are hereby directed to prepare and transmit whatever information IDOT determines is necessary to document the addition to the County Highway System of Russell Road from the east edge of pavement of Old Skokie Highway to approximately 2405 lineal feet to the east (end of current State jurisdiction) in its entirety, in accordance with the provisions of 605 ILCS 5/5-106.
BE IT FURTHER RESOLVED that this appropriation be processed by the Acting County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 22, 2003.
