Staff Summary
· The purpose of this project is to install thirteen permanent sanitary flow monitoring stations in the Northwest Lake Sewer System.
· The Northwest Lake Sewer System serves the villages of Round Lake, Round Lake Park, Round Lake Beach, Round Lake Heights, Hainesville, Fox Lake, Lake Villa, and unincorporated portions of northwestern Lake County.
· The data collected will be used in developing engineering solutions to reduce wet weather flow infiltration into the system.
· Services are required from a professional engineering firm and there exists a long standing, successful relationship with RJN Group, Inc. for work of similar nature on County projects, and the knowledge gained through this relationship adds value integral to the services provided.
· This resolution authorizes and directs the County Purchasing Agent to execute an Agreement for Professional Services with RJN Group, Inc. of Wheaton, IL in the amount of $282,704 for this work.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates and maintains the Northwest Interceptor Sewer serving the Northwest Lake Facilities Planning Area; and
WHEREAS, the County provides wholesale sanitary sewer service by contract to several municipalities within the Northwest Lake FPA including Round Lake, Round Lake Park, Round Lake Beach, Round Lake Heights, Hainesville, Fox Lake, Lake Villa and unincorporated portions of northwest Lake County; and
WHEREAS, in order to analyze and document sewage flows for design and operational purposes the County has programmed a Northwest Lake FPA Flow Monitoring Project; and
WHEREAS, due to the specialized nature of this project, the County requires services from an engineering firm qualified in this type of engineering; and
WHEREAS, the RJN Group, Inc. is qualified to provide the specialized engineering services related to this project; and
WHEREAS, the County has a long standing, successful relationship with RJN Group, Inc. for work of similar nature and the knowledge gained through this relationship adds value integral to the services provided; and
WHEREAS, an Agreement has been negotiated with RJN Group, Inc. to provide the necessary engineering services; and
WHEREAS, execution of an Agreement for Professional Services must be authorized by Resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute the attached Agreement for Professional Services with RJN Group Inc., Wheaton, IL, in the amount of $282,704 for engineering services associated with the Northwest Lake FPA Flow Monitoring Project and charging the costs thereof to Account Numbers 610-4867299-71170-48210.
