•                     The new law assigned the duties of licensing civil unions with the County Clerk’s Office in each county.

•                     The County Clerk’s Office will begin issuing civil union licenses on June 1, 2011.

•                     The County Clerk’s Office recommends establishing a $25 fee for a civil union license.

RESOLUTION

WHEREAS, the Illinois General Assembly passed and the Governor signed into law a bill establishing Civil Unions in Illinois and further assigned the duties of licensing Civil Unions to the County Clerk’s office in each county;

WHEREAS, the Lake County Clerk is responsible for taking applications and issuing licenses for Civil Unions to occur in Lake County;

WHEREAS, each of the parties to a civil union are required to provide identification and information on a legal application form which is used to create the official license for a Civil Union, and;

WHEREAS, the resources required to take application and issue a license for a Civil Union are not uniquely different from the time and resources required to take application and issue a license for a marriage to be performed in Lake County, and;

WHEREAS, in August 2008 after conducting a time study, it was the recommendation of the Lake County Clerk’s office, the Finance and Administrative Services Department, the Revenue, Records and Legislation Committee, and the Financial and Administrative Committee that the fee for a marriage license be increased to $25.00.

WHEREAS, pursuant to state law the County Clerk’s Office will begin issuing civil union licenses on June 1, 2011, and

WHEREAS, it is the joint recommendation of your Revenue, Records and Legislation and Financial and Administrative Committees that the fee for a civil union license be established at $25.00; and

NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, Illinois, that the fee for obtaining a Civil Union license from the Lake County Clerk’s Office shall be $25.00.
