RESOLUTION
WHEREAS, pursuant to authority granted by this County Board of Lake County, Illinois, the Purchasing Agent heretofore called for sealed bids, by publication, for the storm sewer locates and ticket screening services required for the Lake County Division of Transportation to comply with “The Illinois Underground Utility Facilities Damage Prevention Act” (i.e., JULIE) and designated as Section 26-00000-09-GM; and
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on January 15, 2026, at 11:00 a.m. at the Lake County Government Office in Waukegan, Illinois; a tabulation of said bids being as follows:

WHEREAS, the contract for locating services shall be in effect for a two-year period with the County’s right to renew the contract for three additional one-year period(s); and
WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is USIC Locating Services, LLC, Indianapolis, Indiana, with a contract amount of $165,204 based on estimated quantities and unit prices; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that a contract be awarded to USIC Locating Services, Indianapolis, Indiana, in accordance with their bid of $165,204 based on estimated quantities and unit prices, and that the Purchasing Agent be authorized and is hereby directed to enter into a contract with said low bidder to provide for the storm sewer locates and ticket screening services required by the Lake County Division of Transportation to comply with “The Illinois Underground Utility Facilities Damage Prevention Act,” and designated as Section 26-00000-09-GM; and
BE IT FURTHER RESOLVED, that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation; and
BE IT FURTHER RESOLVED, that there is hereby appropriated $218,800 of ¼% Sales Tax for Transportation funds for ticket screening and locating by USIC and message handling services provided by JULIE.
