Joint resolution accepting the Illinois Department of Commerce and Economic Opportunity (DCEO) Workforce Innovation and Opportunity Act (WIOA) Quality Jobs, Equity, Strategy, and Training (QUEST) Dislocated Worker grant; and approving an emergency appropriation in the amount of $700,000.
Staff Summary
• The WIOA QUEST grant is designed to support employment equity and individual, community, and industry resilience as the nation prioritizes economic and employment recovery from the COVID-19 pandemic by focusing on serving individuals whose employment has been negatively impacted by the pandemic, including individuals from historically marginalized and underserved populations who have been disproportionately impacted.
• The WIOA QUEST grant of $700,000 will be used for expenses associated with training, work experiences, support services, and payment processing.
• A vacant case manager position will be reclassed to a Training Manager position with this grant which will be eliminated if or when this grant’s funding is no longer available and no other funding source outside of property tax dollars is identified.
• The grant period is October 1, 2023 through September 30, 2025.

RESOLUTION
WHEREAS, The Illinois Department of Commerce and Economic Opportunity has provided the Workforce Innovation and Opportunity Act (WIOA) Quality Jobs, Equity, Strategy, and Training (QUEST) Dislocated Worker grant totaling $700,000 to the Lake County Workforce Development Department; and,
WHEREAS, this WIOA QUEST grant is for the program period of October 1, 2023 through September 30, 2025; and
WHEREAS this grant training, work experiences, support services, and payment processing; and
WHEREAS, this grant will be used to fund a vacant position that will be eliminated if or when this grant’s funding is no longer available and no other funding source outside of property tax dollars has been identified; and
WHEREAS, an emergency appropriation of $700,000 is requested to allocate these funds into the Workforce Department’s county fiscal year 2023 budget and authorize acceptance of this grant.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $700,000 for the Workforce Development Department is hereby approved and that the QUEST grant be accepted.
