WHEREAS, pursuant to authority granted by this County Board of Lake
County, Illinois, the County Engineer heretofore called for sealed bids by publication for the reconstruction and widening of North Avenue from IL Rte. 83 to Deep Lake Road and designated as Section 03-00119-09-WR; and
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on Tuesday, July 14, 2009 at 10:00 A.M., at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Glenbrook Excavating & Concrete, Inc., Wauconda, Illinois, their bid being $4,491,000 based on estimated quantities and unit prices.
WHEREAS, this County Board of Lake County, Illinois, by prior resolution at its meeting of May 12, 2009, appropriated $900,000 of County Bridge Tax funds and $4,500,000 of Matching Tax funds for the improvement of the aforesaid section.
NOW, THEREFORE BE IT RESOLVED by this County Board of Lake County, Illinois, that a contract be awarded to said Glenbrook Excavating & Concrete, Inc., Wauconda, Illinois, their bid being $4,491,000 based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into contract with said low bidder for the reconstruction and widening of North Avenue from IL Rt. 83 to Deep Lake Road and designated as Section 03-00119-09-WR.
BE IT FURTHER RESOLVED that this resolution appropriates $1,650,000 of County Bridge Tax funds and $3,750,000 of Matching Tax funds for this improvement, which operation acts to replace the previous County Bridge Tax fund appropriation of $900,000 and the previous Matching Tax fund appropriation of $4,500,000 for this improvement designated as Section 03-00119-09-WR.
BE IT FURTHER RESOLVED inasmuch as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable in the funds appropriated does not exceed the appropriations.
