Staff Summary

                     The Adult Corrections Facility buildings have two (2) distinct Fire Alarm Systems; the Babcox Justice Complex (main Jail) has a System manufactured by Pyrotronics in 1985 and the Community Based Correctional building has a System manufactured by SimplexGrinnell that was installed during construction of the Work Release Tower.

                     The current Pyrotronics System in the Jail is obsolete, with limited support from the manufacturer and at risk for failure.

                     Both Systems operate independently, and there is a need to upgrade the System installed in the main Jail so that it operates in conjunction with the System installed in the Work Release Tower.

                     The work includes the installation of new annuciator panels, duct detectors, fire alarm control panel, fire pump controller, smoke detectors, strobes lights, voice alarm control panel, fire fighters telephone jacks, speakers, and connection to interface with the Building Automation System.

                     SimplexGrinnell, Addison, IL is the manufacturer of the System installed in the Work Release Tower and the only source that can integrate the Systems of both facilities.

                     The Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of sole source.

                     This upgrade will cost $1,088,913.86 charging account 101-1103285-82020-000-000-000-11102.

 

Body

                     WHEREAS, Currently the Adult Corrections Facility buildings have two distinct Fire Alarm Systems; the Babcox Justice Complex (main Jail) has a System manufactured by Pyrotronics in 1985 and the Community Based Correctional building has a System manufactured by SimplexGrinnell that was installed during construction of the Work Release Tower; and

                     NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent to enter into an agreement with SimplexGrinnell, Addison, IL to upgrade the Fire Alarm System in the Adult Corrections Facility in the amount not to exceed $1,088,913.86 charging account 101-1103285-82020-000-000-000-11102 .
