Staff Summary
• In June 2010, Lake County entered into agreements for In-School and Out of School
Youth Programs with local schools and other educational providers.
• Funding for the programs was provided by a grant from Illinois Department of Commerce and Economic Opportunity.
• Each agreement was to service a specific number of youths for one-year with the option to renew for an additional one-year period.
• Each agreement was renewed for the allowable time period (August 1, 2011 through July 31, 2012 for Out of School Youth Programs and September 1, 2011 through August 31, 2012 for In-School Youth Programs); however, additional funds from the grant are still available.
• In order to comply with the terms of the grant award, it was recommended that the additional funds be awarded to all of the contracted vendors as follows: North Chicago Community High School District 187 - $26,667 revised contract amount $160,000; Waukegan High School - $26,667 revised contract amount $160,000; Zion Benton Township High School - $26,667 revised contract amount $160,000. Out of School Youth Programs as follows: North Chicago Community High School District 187 C.N.A Program - $25,000 revised contract amount $150,000; North Chicago Community High School District 187 Phlebotomy Technician Program - $15,000 revised contract amount of $90,000; Waukegan High School Pharmacy Technician Program - $15,000 revised contract amount of $90,000; and Youthbuild of Lake County - $12,500 revised contract amount of $75,000.

1. In June, 2010 the Lake County Board authorized the Purchasing Agent to enter into agreements for In-School Youth Programs with North Chicago Community High School District #187, Future First, North Chicago, IL for $133,333 to service 20 youth; Zion-Benton High School, Jobs for Bees, Zion, IL, for $133,333 to service 18 youth; and Waukegan High School, SHINE Educational Leadership Program, Waukegan, IL for $133,333 to service 20 youth, and four contracts for Out-of-School Youth Programs to North Chicago Community High School District 187 C.N.A Program, North Chicago, IL for $125,000 to service 15 youth, North Chicago Community High School District 187 Phlebotomy Technician Program, North Chicago, IL for $75,000 to service 10 youth, Waukegan High School Pharmacy Technician Program, Waukegan, IL for $75,000 and Youthbuild of Lake County, North Chicago, IL for $62,500.
2. There are additional funds available to award to all of the contracted vendors to service additional youths.
3. This recommendation has been approved by the Workforce Board Executive Committee.
4. This change was not reasonably foreseeable at the time the contract was signed, it is germane to the original contract as signed, is in the best interests of the County and authorized by law.
5. In accordance with Article 8, section 101(1) of the Lake County Purchasing Ordinance, it is hereby requested that the Purchasing Agent be authorized to enter into a Contract Modifications to provide additional funding to In-School Youth Programs as follows:
North Chicago Community High School District 187 - $26,667 revised contract amount $160,000; Waukegan High School - $26,667 revised contract amount $160,000; Zion Benton Township High School - $26,667 revised contract amount $160,000. Out of School Youth Programs as follows: North Chicago Community High School District 187 C.N.A Program - $25,000 revised contract amount $150,000; North Chicago Community High School District 187 Phlebotomy Technician Program - $15,000 revised contract amount of $90,000; Waukegan High School Pharmacy Technician Program - $15,000 revised contract amount of $90,000; and Youthbuild of Lake County - $12,500 revised contract amount of $75,000.
6. These contract modifications will cost the County $147,500 for the period of August 1, 2011 through July 31, 2012 for Out of School Youth Programs and September 1, 2011 through August 31, 2012 for In-School Youth Programs.
