Staff Summary
• The Health Department received $413,800 in additional grant funding for the period of July 1, 2025, through June 30, 2026, which was not previously appropriated because the grant resources were approved after the County’s adoption of the Fiscal Year 2025 budget.
• This funding is to provide nursing assessments and navigation services that connect pregnant and parenting individuals to needed resources and assess the health and needs of infants up to six months, aiming to reduce maternal and infant health risks and strengthen family wellness.
• This will fund medical supplies, contractual services, training and offset existing staff salary and fringe benefits.
• If funding for the positions and services end, and new funding is not secured, the positions and services will be eliminated.

RESOLUTION
WHEREAS, the Lake County Health Department and Community Health Center has received a grant increase delivered by our Prevention Unit; and
WHEREAS, these dollars will provide an increase in services to Lake County with no impact on local taxes; and
WHEREAS, the additional funding amount totaling $413,800 for the period of July 1, 2025, through June 30, 2026, has not been previously appropriated, having been approved after adoption of the Fiscal Year 2025 budget; and
WHEREAS, the proposed appropriation will be fully offset by the above referenced items thereby not requiring the expenditure of local tax revenue.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $413,800 is hereby authorized in the Health Department Fiscal Year 2025 budget as identified on the listing of expense and revenue budget modifications attached hereto and made part hereof; and
BE IT FURTHER RESOLVED, that the revenue budgets as identified on the attached listing be modified as provided by increased funding from the following:
Illinois Department of Human Services - Better Birth Outcomes Grant, $413,800.
