Joint Resolution authorizing the submission of an application to the Illinois Department of Commerce and Economic Opportunity (DCEO) for the purpose of the development of a fixed site shelter in Gurnee, Illinois.

 

Staff Summary

                     Lake County is proposing to apply for $2,000,000 to support PADS of Lake County for the development of a fixed-site shelter located at 3740 Grand Avenue in Gurnee.

                     The Illinois DCEO made $15,000,000 available to support construction, reconstruction, rehabilitation, or acquisition of property for homeless shelters.

                     Lake County is submitting the grant application on behalf of PADS Lake County, because eligible applicants are limited to Community Development Block Grant (CDBG) entitlement communities.

RESOLUTION

 

WHEREAS, Lake County is applying to the State of Illinois for a Community Development Block Grant (CDBG-CV) grant with applications due July 31,2024; and

 

WHEREAS, following the public hearing on June 12, 2023, the Lake County HCDC voted to approve the submission of the IL DCEO Shelter Construction Program Application for 3740 Grand Avenue; and

 

WHEREAS, it is necessary that an application be made and agreements be entered into with the State of Illinois, and

 

WHEREAS, the cost of the project is such that financial participation by the grantee is necessary in conjunction with CDBG-CV funds.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County,

Illinois:

1.                     that the Applicant, Lake County, apply for a grant under the terms and conditions of the State of Illinois and shall enter into and agree to the understandings and assurances contained in said application; and

2.                     that the Chair of the Lake County Board or their designee on behalf of the Applicant execute such documents and all other documents necessary for the carrying out of said application; and

3.                     that the Chair of the Lake County Board or their designee are authorized to provide such additional information as may be required to accomplish the obtaining of such grant; and

4.                     that Lake County does hereby commit ARPA funds in the amount of $2,269,904 for use in conjunction with an Illinois Community Development Block Grant, for an estimated total project cost of $6,101,398.
