Joint resolution authorizing a contract with Delcan Corporation, Schaumburg, Illinois, for professional services for the provision of traffic signal system enhancements for Lake County PASSAGE at a maximum cost of services described of $1,998,789.54, appropriating $2,400,000 of the ¼% Sales Tax for Transportation and Public Safety funds, and designated as Section 12-00268-11-TL.

 

Staff Summary

                     Lake County ITS PASSAGE, Phase 4, Design and Integration Services: Consultant Agreement and Appropriation.

                     The Phase 4 work for Lake County PASSAGE will enhance the current system, design and integrate field communication devices, maintain system components in the Traffic Management Center (TMC) and field, and adjust traffic signal timing.

                     Lake County has a satisfactory working relationship with Delcan Corporation, Schaumburg, Illinois, under the Local Government Professional Services Selection Act.

                     This resolution authorizes the execution of professional services agreement with Delcan Corporation for Phase 4 of Lake County PASSAGE design engineering services at a maximum cost of $1,998,789.54.

                     The appropriation of $2,400,000 will come from the ¼% Sales Tax for Transportation and Public Safety funds for this purpose.

R E S O L U T I O N

 

WHEREAS, Lake County PASSAGE is an initiative of Lake County to implement an  Intelligent Transportation System (ITS) in Lake County; and 

 

WHEREAS, Lake County, by and through its Division of Transportation, now desires to proceed with Phase 4 enhancements to PASSAGE; and

 

WHEREAS, Phase 4 of PASSAGE will provide enhancements to the current system, design and integrate field communication devices, maintain system components in the TMC and field, and adjust traffic signal timing; and

 

WHEREAS, it is advisable that a firm be employed to provide professional services for said signal system enhancements; and

                     

WHEREAS, Lake County has selected a professional engineering services firm, Delcan Corporation, Schaumburg, Illinois, in accordance with the Local Government Professional Services Selection Act, for said signal system enhancements.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Delcan Corporation, Schaumburg, Illinois, be employed to provide professional services for the traffic signal system enhancements, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, a contract, a draft of which is attached hereto, for the provision of said professional engineering services between Lake County and Delcan Corporation, Schaumburg, Illinois, at a maximum cost of services described of $1,998,789.54.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement to be executed by the County Board Chair and the County Clerk.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $2,400,000 of ¼% Sales Tax for Transportation and Public Safety funds for said signal system enhancements and designated as Section 12-00268-11-TL.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
