· Winchester Road will be improved at the County campus access road.
· This improvement will include adding left turn lanes east bound into the west County access road and east bound at the Butler Lake Park entrance, as well as a barrier median at the Metra tracks with the estimated cost being $1,500,946.
· This improvement will also require acquisition of an easement from Metra at a cost of $1,500 and reimbursement of an estimated amount of $458,730 to Metra for the installation of a new rubber crossing at the railroad tracks.
· Before a construction letting can be held, an appropriation of $2,365,000 of Motor Fuel Tax funds is required.

R E S O L U T I O N
WHEREAS, Winchester Road, County Highway 69, is a designated route on the County highway system; and
WHEREAS, Winchester Road is in need of left turn lanes, east bound at the west County access road and west bound into Butler Lake Park, and a barrier median at the Metra tracks; and
WHEREAS, Lake County believes it would be beneficial to the safety and welfare of the motoring public if Winchester Road could be improved, from west of the Metra railroad to east of the west County access road, by adding left turn lanes; and
WHEREAS, this improvement will also require acquisition of an easement from Metra at a cost of $1,500 and reimbursement of an estimated amount of $458,730 to Metra for the installation of a new rubber crossing at the railroad tracks; and
WHEREAS, plans, specifications and estimates of cost for this improvement have been completed and this improvement is now ready to proceed to contract letting; and
WHEREAS, before a construction letting can be held, an appropriation of funds is needed.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that there is hereby appropriated $2,365,000 of Motor Fuel Tax funds for the Winchester Road improvement, including adding left turn lanes east bound into the west County access road and west bound into the Butler Lake Park, a barrier median at the Metra tracks, acquisition of an easement from Metra and reimbursement to Metra for a new rubber crossing at the railroad tracks, and designated as Section 10-00151-22-CH.
BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 18, 2013.
