• Authority to spend appropriated funds within approved COVID Response Categories and to execute any and all agreements with partners related to the allocation and distribution of funds is delegated to the County Administrator or their designee(s).

RESOLUTION
WHEREAS, on November 10, 2020, Lake County Board Resolution 20-1558 approved Amendment Number Two to the Lake County CARES Act Funding Plan; and
WHEREAS, Lake County has executed the approved Lake County CARES Act Funding Plan (as amended) to meet the needs of Lake County residents, taxing-bodies, and businesses; and
WHEREAS, Lake County has an ongoing and evolving need to respond to the COVID-19 public health emergency in Fiscal Year 2021.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that a Lake County Fiscal Year 2021 COVID-19 Relief and Recovery Plan be established to meet the ongoing and evolving response to the COVID-19 public health emergency; and
BE IT FURTHER RESOLVED, that the Lake County Fiscal Year 2021 COVID-19 Relief and Recovery Plan contain the following COVID Response Categories: (1) Resident Support and Assistance (food insecurity, homeless housing support), (2) Health Department / Public Health Support and Assistance (vaccination efforts, alternative housing), (3) Business and Economic Assistance (advertising and education campaigns supporting small businesses and the hospitality industry), (4) County-Wide Services and Support (staff to support this Relief and Recovery Plan, COVID-related leases and rentals, communications and outreach), and (5) Contingency; and
BE IT FURTHER RESOLVED, that the Resident Support and Assistance, Public Health Support and Assistance, Business and Economic Assistance, County-Wide Services and Support, and Contingency CARES Act Funding Plan programs can be extended into Fiscal Year 2021 in order to rapidly and smoothly transition to the Fiscal Year 2021 COVID-19 Relief and Recovery Plan; and
BE IT FURTHER RESOLVED, that the funding plan for approved COVID Response Categories in the Fiscal Year 2021 COVID-19 Relief and Recovery Plan will be in accordance with the attachment to this resolution; and
BE IT FURTHER RESOLVED, that the authorities delegated to the County Administrator in Lake County Board Resolution 20-1558 remain in effect until all Lake County CARES Act Funding Plan programs are closed out; and
BE IT FURTHER RESOLVED, that the authority to spend funds dedicated to COVID Response Categories and to execute any and all agreements related to the allocation and distribution of funds within a COVID Response Category is delegated to the County Administrator or their designee(s); and
BE IT FURTHER RESOLVED, that the County Administrator may authorize line item transfers between expense types within the same COVID Response Category because the exact nature of the expenses is unknown upon appropriation; and
BE IT FURTHER RESOLVED, that the County Administrator may authorize line item transfers from the Contingency COVID Response Category into any other approved COVID Response Category in order to meet expanded or emerging needs.
