Staff Summary
• As a result of Gary Gibson’s resignation as County Administrator, a vacancy will occur in the office of the County Administrator.
• The Ad Hoc Committee unanimously selected the appointment of Patrice Sutton as County Administrator.
• Ms. Sutton earned a Bachelor of Arts degree from Northwestern University and Master of Public Policy from the University of Chicago.
• Patrice currently serves as Lake County’s Chief Financial Officer (CFO). Prior to her appointment as CFO, Ms. Sutton was Lake County’s Deputy Finance Director. Her experience makes her an individual who meets and exceeds the qualifications required of a County Administrator as provided in Lake County Code of Ordinances §30.36.
• This resolution seeks County Board confirmation for the appointment of Patrice Sutton to the position of County Administrator, effective January 1, 2024.

RESOLUTION
WHEREAS, Gary Gibson has submitted his resignation effective at 5:01 p.m. on February 16, 2024; and
WHEREAS, as a result, a vacancy will occur in the office of County Administrator; and
WHEREAS, the County Board Chair is recommending the appointment of Patrice Sutton as County Administrator effective at 8:30 a.m. on Monday, January 1, 2024; and
WHEREAS, Patrice currently serves as Lake County’s Chief Financial Officer (CFO), a position she has held for the last 6 years; and
WHEREAS, under Patrice’s leadership as CFO, Lake County has consistently received the Government Finance Officer Association (GFOA) Distinguished Budget Presentation Award and the GFOA Certificate of Achievement for Excellence in Financial Reporting; and
WHEREAS, Patrice currently serves as a member of the Governmental Budgeting and Fiscal Policy Committee for the GFOA of the United States and Canada, and serves on the Executive Board of the Illinois GFOA, and conducts training in the areas of budgeting, ethics, and public finance, across the United States; and
WHEREAS, Patrice has earned a Bachelor of Arts degree from Northwestern University (Evanston, Illinois), and a Master of Public Policy from the University of Chicago (Chicago, Illinois); and
WHEREAS, Patrice meets and exceeds the qualifications required of a County Administrator as articulated in Lake County Code of Ordinances §30.36.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that Patrice Sutton be appointed County Administrator at an annual salary of $240,000, with other terms and conditions of employment outlined in the Offer Letter (attached hereto and made part hereof): and
BE IT FURTHER RESOLVED, that said appointment shall take effect on Monday, January 1, 2024.
