Body
WHEREAS, River Road (County Highway 4) and Roberts Road (County Highway 35) are designated routes on the county highway system; and
WHEREAS, it would be beneficial to the safety and welfare of the motoring public if the intersection of River Road at Roberts Road could be improved by widening and resurfacing and the installation of permanent traffic control signals or roundabout; and
WHEREAS, Phase I engineering services (Preliminary Engineering) studies are required for the proposed improvements to the intersection of River Road at Roberts Road; and
WHEREAS, this County Board of Lake County, Illinois at its meeting of August 12, 2008 authorized the execution of an Phase I (Preliminary Engineering) agreement with Bollinger, Lach & Associates, Inc., Algonquin, Illinois, for said Phase I engineering studies and appropriated $175,000 of County Bridge Tax funds and $110,000 of Motor Fuel Tax funds for these engineering services; and
WHEREAS, it has been determined that extent of the flood plain at the intersection requires the extension of the project limits on the south leg so that the new pavement on the River Road approach leg will be 1-foot above the floodplain elevation.
WHEREAS, the Lake County Division of Transportation has secured the approval of the Public Works and Transportation Committee and the Financial and Administrative Committee for Change Order # 1 for the extra professional engineering services previously described; and
WHEREAS, IDOT, as administrator of the Federal Highway funds for this improvement, desires a supplemental agreement with the consultant, a draft copy of which is attached here, in lieu of said Change Order # 1.
NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chair of the County Board, the County Clerk, and the County Engineer of Lake County are authorized and they are directed to execute a supplemental agreement for consulting engineering services between Lake County and Bollinger, Lach & Associates, Inc., Algonquin, Illinois, providing for said extension of the project limits and designated as Section 07-00086-08-Ch. The County Engineer shall transmit, in writing, the final supplemental agreement to be executed by the Chair of the Lake County Board and the County Clerk.
BE IT FURTHER RESOLVED that this supplemental agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated herein does not exceed the appropriation aforesaid.
BE IT FURTHER RESOLVED that said supplemental agreement shall take the place of said Change Order # 1.
BE IT FURTHER RESOLVED that this supplemental agreement, when executed in its final form, be submitted to the Illinois Department of Transportation for their approval and final processing.
