Joint resolution increasing the headcount for the 19th Judicial Circuit Court and authorizing four new Juvenile Detention Officer positions for the Hulse Detention Center, at an estimated cost of approximately $44,692 for the remainder of Fiscal Year 2026.

 

Staff Summary

                     The Administrative Office of the Illinois Courts (AOIC) has requested that the Lake County Hulse Juvenile Detention Center assist in housing juveniles from outside Lake County due to the closure and reduced capacity of other detention facilities across the State.

                     The AOIC has conditionally approved Lake County’s request for four additional Juvenile Detention Officer positions to support the housing additional juveniles from outside Lake County.

                     This resolution authorizes an increase in headcount for the 19th Judicial Circuit Court by four Juvenile Detention Officer positions for the Hulse Detention Center and allows the County to fully leverage state reimbursement for salary expenses while supporting statewide detention capacity needs.

                     Existing facility capacity and operational infrastructure at the Hulse Juvenile Detention Center can accommodate these additional positions.

                     Lake County is responsible for the benefit cost for the four positions, which is estimated at $44,692 for the remainder of Fiscal Year 2026.

                     Currently no additional funding is allocated, and it is anticipated that the additional costs can be absorbed through existing staff vacancies.

RESOLUTION

 

WHEREAS, the Administrative Office of the Illinois Courts (AOIC) has requested that the Lake County Hulse Juvenile Detention Center assist in housing juveniles from outside Lake County due to the closure and reduced capacity of other detention facilities across the State; and

 

WHEREAS, in response, Lake County submitted a request for additional staffing, and the AOIC has conditionally approved four additional Juvenile Detention Officer positions to support these expanded detention services; and

 

WHEREAS, this resolution authorizes an increase in headcount for the 19th Judicial Circuit Court by four Juvenile Detention Officer positions for the Hulse Detention Center and allows the County to fully leverage state reimbursement for salary and expenses while supporting statewide detention capacity needs; and

 

WHEREAS, Lake County is responsible for the benefit cost for the four positions, which is estimated at $44,692 for the remainder of Fiscal Year 2026; and

 

WHEREAS, existing facility capacity and operational infrastructure at the Lake County Hulse Juvenile Detention Center are sufficient to accommodate these additional positions; and

 

WHEREAS, currently no additional funding is allocated, and it is anticipated that the additional costs can be absorbed through existing staff vacancies.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the 19th Judicial Circuit Court is authorized an increase in headcount by four Juvenile Detention Officer positions for the Hulse Detention Center County Board authorizes an increase in the authorized headcount of four Juvenile Detention Officer positions at the Lake County Hulse Juvenile Detention Center to fully leverage state reimbursement for salary expenses while supporting statewide detention capacity needs.
