Staff Summary
· The excess flow lagoons associated with the Northwest Interceptor Sewer System must be improved to increase the system capacity during periods of wet weather flow.
· Removal of the bio-solids in the lagoons is the first phase of the excess flow lagoons improvements.
· The County received bids from four contractors for this work.
· The bids submitted by Wealing Brothers LLC and Walter and Son Waste Hauling contained bid defects and are considered non-responsive bids.
· Award of this contract is recommended to the lowest responsive, responsible bidder, Synagro Central, LLC in the amount of $388,981.
· Synagro has performed bio-solids hauling and land application for the County for several years and their performance has been excellent.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns and operates sanitary sewer systems in the Northwest Lake Facilities Planning Area including the excess flow lagoons on the Round Lake Sanitary District property in Round Lake Beach; and
WHEREAS, improvements to the excess flow lagoons are proposed to increase the wet weather capacity of the lagoons and reduce the wet weather flow to the County's Northwest Interceptor Sewer System and Fox Lake's Northwest Regional Water Reclamation Facility ; and
WHEREAS, removal of the accumulated bio-solids in the lagoons is the first phase of the proposed improvements to the excess flow lagoons; and
WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance, bids were called for by publication for the Lagoon #1 Bio-Solids Removal Project; and
WHEREAS, subsequent to said publication, invitations to bid were extended to five (5) contractors; and
WHEREAS, four (4) sealed bids were received and publicly opened in the office of the Public Works Department on Monday, August 5, 2013, at 2:00 p.m., and
WHEREAS, Synagro Central, LLC is the lowest responsive and responsible bidder in the amount of $388,981 annually; three (3) other bids were received, ranging from $395,700.00 to $596,500; the bid received from Wealing Brothers LLC, did not acknowledge Addendum #1 and was determined to be non-responsive and the bid received from Walter and Son Waste Hauling did not include an appropriate bid guarantee and was determined to be non-responsive.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Synagro Central, LLC, Baltimore, MD in the amount of $ 388,981 for the Lagoon #1 Bio-Solids Removal Project and charging the costs thereof to various accounts.
